中国联通集中综合结算系统建设项目范围管理研究

【摘要】:随着移动通信行业的迅速发展,以及电信企业改革的逐渐深入,三大运营商之间的竞争日益加剧。为了满足目益增长的业务发展需要,中国联通提出了网络领先、业务领先、服务领先的3G战略,并要求整合公司内部资源,发挥融合优势,快速提高企业运营效率,建立统一、集中、规范、透明、共享的业务管控体系,实现全网一体化运营。 中国联通集中综合结算系统是在中国联通和中国网通合并后,为进一步完成移动网、固定网两网融合、同时解决原中国联通、中国网通两公司多套结算系统(总部、各省分公司)之间结算难的问题而特别规划建设的结算系统,实现了中国联通的移动通信业务、固定通信业务、卫星国际专线业务、数据通信业务、网络接入业务、各类增值业务的全方位支撑。此结算系统针对中国联通结算系统的特殊性、复杂性,开创性的采用了“一级系统、两级管理,三级生产”的三级运营模式,将几十套不同的结算平台的数据进行汇总,存在技术难度大、工作量高等困难,会在项目建设过程中遇到这样那样的问题,通过科学的范围管理,针对项目实施提前进行全面规划,做好项目的范围管理,可以使得项目顺利进展,事半功倍。 就通信类工程项目来说,与其它行业相比,在工程项目过程中客户的需求变化比较大,并且由于行业的发展相当迅速,在项目的建设过程中因为这样那样的问题可能会导致需求的变更。通信类企业在进行工程项目范围管理时如何明确需求、制定范围计划、进行范围定义并在此项目实施中进行有效的范围控制对于通信工程项目范围管理的研究显得尤为重要。 本文结合IT类项目在范围管理方面的理论知识,利用范围管理的方法和工具对中国联通集中综合结算系统建设项目的范围管理进行详细分析,针对中国联通集中综合结算系统建设项目自身的特点进行范围管理,从而对项目进行有效的范围管理。 本文通过对中国联通集中综合结算系统建设项目的研究,针对中国联通集中综合结算系统建设项目中出现的相关问题提出相应的应对策略及手段,保证对本项目能够进行有效的范围管理,为电信行业同类项目提供范围管理方面的经验分享和参考。
[Abstract]:With the rapid development of mobile communication industry and the deepening of telecom enterprise reform, the competition among the three major operators is becoming more and more serious.In order to meet the needs of business development, China Unicom has put forward the 3G strategy of network leading, business leading and service leading. It also requires the integration of internal resources of the company, the development of integration advantages, the rapid improvement of enterprise operation efficiency, and the establishment of unity.Centralized, standardized, transparent, shared business management and control system to achieve the integrated operation of the whole network.The settlement system, which has been specially planned and built between provinces and branches, has realized the mobile communication services, fixed communication services, satellite international special line services, data communication services, network access services of China Unicom,All kinds of value-added business support.Aiming at the particularity, complexity, and originality of China Unicom's settlement system, this settlement system adopts the three-level operation model of "one level system, two level management, three level production", and aggregates the data of dozens of different settlement platforms.There are many difficulties, such as high technical difficulty and high workload. We will encounter some problems in the process of project construction. Through scientific scope management, we can carry out comprehensive planning ahead of time for the implementation of the project and do a good job in scope management of the project.It can make the project go smoothly and get twice the result with half the effort.As far as communications engineering projects are concerned, compared with other industries, the needs of customers in the process of engineering projects vary greatly, and because of the rapid development of the industry,During the construction of the project, requirements may change due to one problem or another.It is very important for communication enterprises to study the scope management of communication engineering project how to define the requirement, make the scope plan, define the scope and carry out the effective scope control in the implementation of the project.Based on the theoretical knowledge of IT projects in scope management, this paper analyzes the scope management of China Unicom centralized settlement system by means of scope management methods and tools.According to the characteristics of the construction project of China Unicom centralized settlement system, scope management is carried out, so as to effectively manage the scope of the project.To ensure the effective scope management of the project, to provide the telecommunications industry with similar projects related to scope management experience sharing and reference.
