济南联通公司网络运行质量改善项目的研究

【摘要】:近年来,面对激烈的竞争局面,我国电信企业为了有效地协调和使用所拥有的资源,降低运营成本,提高运营效率,增强企业的应变能力,已经开始采用项目管理的方法和手段,但多数还局限于一些基础建设项目中。在企业内部运营管理方面,仍然比较多地采用传统的管理方法和手段,项目管理的方法并没有贯穿到整个电信企业的运营管理活动当中。 项目管理作为一种新型的组织管理形式,可以改善企业对各种资源利用的计划、组织、执行和控制方法。只有在电信企业内部运营过程中适时地实施项目管理,把日常运营的任务和作业化解为一个个的项目,快速地应对企业内外出现的新情况、新问题和新技术,处理跨领域解决方案中的复杂问题,改善资源利用状况,提高运营效率,并按照项目风险管理的科学方法和步骤,才能有效地识别并控制或规避风险,有效地控制成本,确保服务质量,进而提升客户满意度。 本题结合联通济南分公司的“改善网络运行质量”活动的实证研究,阐述项目管理的思想和方法在电信企业改善网络运行质量方面的运用和意义。论文以资料收集、归纳整理和文献研究为基础,结合电信企业实际,提出了实施项目管理可作为加强企业自身运营管理的一种积极有效的措施,阐述了项目管理思想的基本点,概括和讨论了我国电信运营企业实施项目管理的必然性,实施项目管理的意义、方法以及可能遇到的问题。
[Abstract]:In recent years, facing the fierce competition situation, in order to effectively coordinate and use the resources, reduce the operating cost, improve the operation efficiency and enhance the ability of the enterprise, the telecom enterprises have begun to adopt the methods and means of project management, but most of them are limited to some basic construction projects. The traditional management methods and means are still widely used. The project management method does not run through the operation and management activities of the entire telecom enterprises.
As a new form of organization and management, project management can improve the enterprise's planning, organization, execution and control methods for all kinds of resources. Only in the process of internal operation of telecom enterprises, the project management is implemented in a timely manner, and the tasks and operations of daily operation are resolved into a number of projects, which can quickly respond to the emergence of the enterprises inside and outside the enterprise. New situations, new problems and new technologies deal with complex problems in cross domain solutions, improve the utilization of resources and improve operational efficiency, and can effectively identify and control or avoid risks, effectively control costs, ensure service quality, and then improve customer satisfaction.
This paper discusses the application and significance of project management ideas and methods in improving the quality of network operation in telecom enterprises based on the empirical study of "improving the quality of network operation" in Ji'nan branch. This paper, based on data collection, induction and literature research, combined with the reality of telecom enterprises, puts forward the implementation of project management. As an active and effective measure to strengthen the management of enterprise's own operation, this paper expounds the basic point of project management thought, generalizes and discusses the necessity of implementing project management in China's telecom operation enterprises, the significance of implementing project management, methods and possible problems.
