政府数据开放国内研究综述

【摘要】：对2006-2013年国内学术界在"政府数据开放"和相近主题的研究文献进行了系统梳理,发现国内对于"政府数据开放"的研究尚处于起步阶段,主要集中于阐述政府数据开放概念、强调开放政府数据的意义和必要性;有关中国政府数据开放实践的研究尚未展开,但对于"政府信息公开、政府信息资源再利用"等主题,已有了数年的研究积累。总结了当前已有研究存在的不足之处,"政府数据开放"相关概念尚未厘清,现有文献在研究方法上尚不规范,研究内容也不够深入,学科背景单一。最后指出,"政府数据开放"在实践和研究上从相近概念中独立并深入发展已是大势所趋,学术界亟需基于中国实践开展跨学科、原创性、规范深入的理论和经验研究。
[Abstract]:This paper systematically combs the research literature of "opening up of government data" and related topics in domestic academic circles from 2006 to 2013, and finds that the research on "opening up of government data" in China is still in its infancy, mainly focusing on the concept of "open government data". This paper emphasizes the significance and necessity of open government data, the research on Chinese government data opening practice has not been carried out, but for the theme of "government information disclosure, government information resources reuse", and so on, the research has accumulated for several years. This paper summarizes the shortcomings of the existing research, the related concepts of "open government data" have not been clarified, the existing literature on the research method is not standardized, the research content is not deep enough, the subject background is single. Finally, it is pointed out that the practice and research of "government data opening" is the general trend of independent and in-depth development from similar concepts, and the academic circles need to carry out interdisciplinary, original, normative and in-depth theoretical and empirical research based on Chinese practice.
