我国农业市场信息服务体系分析研究

【摘要】:我国是一个农业生产大国,农业是国民经济的基础。改革开放以来,农村的生产力获得了极大地解放和发展,农民生活水平显著提高。随着我国社会主义市场经济的形成和发展,特别是加入WTO以后,对我国农业的生产和发展产生了一定的影响。如何增加农民收入,提高我国农业的市场竞争力,已成为我国当代农业发展急需解决的问题。我国农业已处于从传统农业向现代农业转形的时期,农业科技成果需要有效的推广,市场信息的传播需要及时准确,这两种“需要”都必须依托农业信息服务。信息服务功能的增强,能够有效促进农业科技推广及农村经济的持续发展,有着不可替代的重要作用。国内相关学者的研究,已经给农业市场信息服务发展指明了导向,在农业市场信息服务体系具体实施方法上还有更多的工作需要做。将从农业市场信息服务体系的结构分析入手,找出体系问题所在并提出政策思路。 本文的主要内容包括以下五个部分: 第一部分主要介绍了农业市场信息服务的一些基本问题,包括农业市场信息服务的特征、性质等。农业市场信息具有时效性、分散性、地域性等特征; 第二部分对我国农业市场信息服务体系进行了系统结构的分析,分析得出我国的农业市场信息服务体系存在着体系内主客体知识技能落后、信息整合困难、法规政策缺失等问题。 第三部分是对国外法律法规政策进行介绍,并且予以借鉴。在这里我们选取了美国、德国作为范例。美国一个是农业市场信息服务体系较为成熟的国家,农业市场信息服务起步早,相关法律体系相对完备;选取德国是因为同其他发达国家相比,德国的农业收入相对较低,德国制定了-系列优惠政策促进农业发展和农业市场信息服务。两个国家的成功经验告诉我们,政府在农业市场信息服务中应当起到主导作用。 第四部分针对系统分析的问题提出了相应的解决方案,提出要以农业信息化为依托,利用科学方法带动信息资源整合平台的建成,要加强农户、信息提供者的科技知识培训。由于农业市场是一个动态的对象,因此对于整个农业市场信息服务体系还需要进行动态的管理。应当不定期的对农业市场信息服务内容作出调整,介绍了评价确立的一般性步骤; 第五部分是对全文的总结。最终得到的结论是:要建立科学的农业市场信息服务体系,就要有统一的信息资源整合平台,高素质的农业从业人员,它们可以确保信息的采集、分析、发布、交换更加的科学合理。相关法律政策的保障可以确保体系运行更加的规范化。
[Abstract]:Our country is a big agricultural production country, agriculture is the foundation of national economy. Since the reform and opening up, rural productivity has been greatly liberated and developed, and the living standards of farmers have improved significantly. With the formation and development of our socialist market economy, especially after China's entry into WTO, it has a certain influence on the production and development of our country's agriculture. How to increase farmers' income and improve the market competitiveness of our country's agriculture has become an urgent problem for the development of contemporary agriculture in our country. China's agriculture has been in a period of transformation from traditional agriculture to modern agriculture. Agricultural scientific and technological achievements need to be effectively popularized, and market information dissemination needs to be timely and accurate. Both "needs" must rely on agricultural information services. The enhancement of the function of information service can effectively promote the extension of agricultural science and technology and the sustainable development of rural economy, which plays an irreplaceable important role. The research of domestic related scholars has pointed out the direction for the development of agricultural market information service, and there is still more work to be done on the concrete implementation method of agricultural market information service system. Starting with the analysis of the structure of agricultural market information service system, this paper finds out the problems of the system and puts forward some policy ideas. The main contents of this paper include the following five parts: The first part mainly introduces some basic problems of agricultural market information service, including the characteristics and nature of agricultural market information service. Agricultural market information has the characteristics of timeliness, dispersion and region. The second part analyzes the system structure of agricultural market information service system in our country, and concludes that the information service system of agricultural market in our country has backward knowledge and skill of subject and object, so it is difficult to integrate information. Lack of laws and policies and other issues. The third part is to introduce the foreign laws and regulations, and draw lessons from them. Here we choose the United States, Germany as an example. The United States is a country where the agricultural market information service system is relatively mature, and the agricultural market information service starts early and the relevant legal system is relatively complete. The reason for choosing Germany is that compared with other developed countries, the agricultural income of Germany is relatively low. Germany has formulated a series of preferential policies to promote agricultural development and agricultural market information services. The successful experience of the two countries tells us that the government should play a leading role in the agricultural market information service. The fourth part puts forward the corresponding solutions to the problems of system analysis, and puts forward that we should use scientific methods to promote the construction of information resources integration platform and strengthen the scientific and technological knowledge training of farmers and information providers, based on agricultural informatization. Because the agricultural market is a dynamic object, the information service system of the whole agricultural market needs to be managed dynamically. The content of agricultural market information services should be adjusted on an ad hoc basis, introducing the general steps for the establishment of evaluation; The fifth part is the summary of the full text. The final conclusion is: to establish a scientific agricultural market information service system, there must be a unified information resources integration platform, high-quality agricultural practitioners, they can ensure the collection, analysis, release of information, Exchange is more scientific and reasonable. The guarantee of relevant laws and policies can ensure that the operation of the system is more standardized.
