【摘要】:近些年,治理和规范互联网内容的呼声在国内和国际上都不绝于耳。在我国,随着互联网的蓬勃崛起,越来越多的监管组织机构开始建立,相关法律法规等措施也陆续颁布实施,但监管的效果却并不令人感到非常满意,网络空间中依旧充斥着大量的低俗内容。互联网在中国的规模和影响力的迅猛发展,网民群体的年轻化特点,都向全社会提出了严峻挑战,互联网低俗内容监管的紧迫性和必要性都显得格外突出。 互联网低俗内容的监管研究并不新鲜,本文之所以选择这个领域进行研究,是因为当下互联网用户依旧经常被该类信息内容所影响,互联网低俗内容问题并未得到有效解决。而从文献来看,研究多从社会学、法学、信息学、伦理学等某一视角切入,对其领域的“监管措施”存在的不足进行分析和优化,鲜有文献通盘考虑低俗内容监管存在的问题症结,而这往往是制约监管效果的核心问题。 因此,本文从探讨当下我国低俗网站监管失效的症结入手,发现网络用户浏览低俗网站的风险成本过低和低俗网站发现概率过低是限制低俗网站监管效果的短板,进而提出低俗网站用户感知风险和访问行为两个科学问题。从感知风险和访问行为两个视角,本文深入研究“低俗网站及其用户”这一对象系统在我国现阶段的特点和状态,探讨反映对象系统特征的变量之问的关系及变量值的演变规律,并基于研究结论对低俗网站及用户的监管短板给出建议。 从博弈论的维度,本文对低俗内容的来源——低俗网站以及低俗内容的去向——互联网用户,和以政府为主的监管方的相关行为进行探讨研究,在上述三者之间分别建立博弈模型,讨论低俗内容监管存在的短板,探寻我国低俗网站和用户监管失效的症结。本文将感知风险理论引入到低俗网站治理中来,梳理了国内网络用户在浏览低俗网站时的感知风险组成、强度及其对行为影响的结构模型。基于专门小组的测量方式获取样本对包括低俗网站在内的各类网站的访问行为数据,本文探讨了“浏览低俗内容”这一特定任务环境下的消费者网站跳转行为,对网络用户对低俗网站的访问行为特征、低俗网站的访问路径进行了深入分析,并根据低俗网站的被访问特征构建了低俗网站判别模型。本文还对“低俗内容”查询行为所涉及的检索词进行探讨,分析了检索词的特征和规律,更加翔实的掌握低俗网站搜索引擎SEM推广策略。最后,基于以上网络用户关于低俗网站的感知风险和访问行为规律给到了低俗内容监管的对策建议。
[Abstract]:In recent years, governance and regulation of Internet content in the domestic and international voices are endless. In China, with the rapid rise of the Internet, more and more regulatory organizations have been established, and relevant laws and regulations have been promulgated and implemented, but the effect of supervision is not very satisfactory. Cyberspace is still full of a lot of vulgar content. The rapid development of the scale and influence of the Internet in China, the characteristics of the youth of the Internet group, all put forward a severe challenge to the whole society, and the urgency and necessity of the supervision of the vulgar content of the Internet are particularly prominent. The research on the regulation of Internet vulgar content is not new. The reason why this paper chooses this field to study is that Internet users are still often influenced by this kind of information content and the problem of Internet vulgar content has not been effectively solved. From the literature point of view, the research focuses on sociology, law, informatics, ethics and so on, and analyzes and optimizes the shortcomings of the "regulatory measures" in its field. There are few documents considering the problem of the regulation of vulgar content, which is the core problem that restricts the effect of supervision. Therefore, this paper starts with discussing the crux of the ineffective supervision of the vulgar websites in our country, and finds that the low risk cost of browsing the vulgar websites and the too low probability of discovering the vulgar websites are the short boards to limit the effect of the supervision of the vulgar websites. And then put forward two scientific problems: perceived risk and access behavior of vulgar website users. From the perspective of perceived risk and access behavior, this paper deeply studies the characteristics and status of the object system of "vulgar website and its users" in our country at the present stage. This paper discusses the relationship between variables which reflect the characteristics of the object system and the evolution law of variable values, and based on the conclusions of the study, gives some suggestions for the supervision of vulgar websites and users. From the perspective of game theory, this paper probes into the origin of vulgar content, the source of vulgar content, and the destination of vulgar content, Internet users, and the related behaviors of government dominated regulators. A game model is established between the above three to discuss the shortcomings of the regulation of vulgar content, and to explore the crux of the failure of our country's vulgar website and user supervision. This paper introduces the theory of perceived risk into the governance of vulgar websites, combing the structure model of perceived risk composition, intensity and its influence on behavior of domestic network users when browsing vulgar websites. Based on the measurement method of the panel to obtain the data of the sample access behavior to various websites, including vulgar websites, this paper discusses the behavior of consumer websites jumping in the context of "browsing vulgar content", which is a specific task environment. In this paper, the characteristics of Internet users' visit behavior to vulgar websites and the access paths of vulgar websites are deeply analyzed, and the discriminant model of vulgar websites is constructed according to the visited characteristics of vulgar websites. This paper also discusses the key words involved in the inquiry behavior of "vulgar content", analyzes the characteristics and rules of the search words, and grasps the popularizing strategy of the SEM search engine of the vulgar website. Finally, based on the above network users' perception of the risk of vulgar websites and access behavior law to the vulgar content supervision countermeasures and suggestions.
