电信运营企业节能潜力测算模型与实证研究

【摘要】:气候变暖已经成为人类十分关注的问题,为了应对气候变暖,国内外掀起了节能减排的热潮,各行各业都在想方设法节约能源、减少污染排放。虽然通信行业的能源消耗量占全社会能源消耗总量的比例较小,但是随着网络和用户规模的不断扩大和业务量的迅猛增长,通信业能耗将有较大幅度增长。近年来,各电信运营企业积极响应国资委和工信部对节能减排工作的要求,高度重视、积极部署,把节能减排作为企业可持续发展的长远战略,全面推进节能减排工作。 然而电信运营企业制定和采取的各项节能方案和措施能够带来多少的节能量,这些节能措施在未来的应用和推广又能够带来多大的节能潜力?这些问题的探讨和解答直接关系到电信运营企业对目前节能减排工作的评估和下一步节能减排工作的方向。本文试图针对电信企业耗电场景复杂的情况,以基准期和报告期的能耗比较法为基本框架,研究如何合理地定义和划分电信企业节能量并计算未来的节能潜力。 本文主要做了以下三方面的研究工作: 1、研读国内外相关的文献,对节能的相关概念、节能量和节能潜力计算的理论及国内外的实证研究成果进行综述。并对电信运营企业的节能减排发展及节能量和潜力计算等实证研究进行了归纳总结。 2、以基准期和报告期的能耗比较法为基本模型,在原有的节能量细分区块的计算模型基础上改进并细化了管理举措、技术改造和技术进步这些模块的计算方法。并通过实证研究对比分析模型计算结果的合理性。 3、结合实证的结果及电信运营企业的能耗特征,从微观和宏观两个维度给出了电信企业进一步的节能减排工作建议。
[Abstract]:In order to deal with climate warming, there has been an upsurge of energy saving and emission reduction at home and abroad. All walks of life are trying to save energy and reduce pollution emissions. Although the energy consumption of the communication industry accounts for a small proportion of the total energy consumption in the whole society, with the continuous expansion of the network and the scale of users and the rapid growth of business volume, the energy consumption of the communication industry will increase by a large margin. In recent years, telecom operators actively respond to the requirements of SASAC and the Ministry of Industry and Information Technology on energy conservation and emission reduction, attach great importance to, actively deploy, take energy conservation and emission reduction as a long-term strategy for sustainable development of enterprises, and comprehensively promote energy conservation and emission reduction. However, how much energy saving can be brought by the energy saving programs and measures formulated and adopted by telecom operators, and how much energy saving potential can these energy-saving measures bring in the future application and promotion? The discussion and solution of these questions are directly related to the evaluation of the current energy saving and emission reduction work and the direction of the future energy saving and emission reduction work. This paper attempts to study how to reasonably define and divide the energy saving of telecom enterprises and calculate the potential of energy saving in the future based on the comparison method of energy consumption between the base period and the reporting period in view of the complex situation of power consumption in telecom enterprises. This paper mainly does the following three aspects of research work: 1, study the relevant literature at home and abroad, the related concepts of energy conservation, energy saving and energy conservation potential calculation theory and empirical research results at home and abroad are summarized. And the development of energy saving and emission reduction and energy saving and potential calculation of telecom operators are summarized and summarized. 2, taking the comparison method of energy consumption in the base period and reporting period as the basic model, On the basis of the original calculation model of energy saving subdivision block, the calculation methods of management measures, technical transformation and technological progress are improved and refined. The rationality of the model is compared and analyzed by empirical research. 3. Combined with the empirical results and the characteristics of energy consumption of telecom operators, the suggestions for further energy saving and emission reduction of telecom enterprises are given from the micro and macro dimensions.
