跨组织政务流程的业务规则描述与控制方法

【摘要】：随着电子政务理论研究与实践的不断发展,跨组织政务流程日趋频繁与普遍。有些政务流程在建模初期无法确定,需要相关人员在流程运行过程中动态生成或调整部分流程片段。因此,复杂情境下组织或个人的决策行为可能会对跨组织政务流程的结构产生巨大影响。跨组织政务流程的动态性特征,客观上增加了政务流程管理的难度,也带来了许多新的研究问题。例如,因受人的决策行为影响而产生的这些半结构化和非结构化的业务流程应该如何更好的描述与管理?如何实现对这类动态业务流程的柔性控制? 为了解决上述问题,本文首先对现有的跨组织业务流程建模方法进行了归纳与总结。现有的跨组织业务流程建模方法多是沿用或扩展原有的组织内建模方法,缺乏对某些决策活动(可能影响后续流程基本结构的业务活动)的描述。因此,本文从角色网络理论出发,将描述业务逻辑的业务规则从流程中分离出来,提出一种基于情境的业务规则描述方法,以及相应的流程控制方法,本文所做的主要工作如下。 (1)分析了政务领域中的跨组织动态业务流程的特征,并抽象出三种常见的典型动态模式,即流程动态组合模式、流程片段随机创建模式和业务规则动态创建模式,分别对三种模式进行了定义和描述。 (2)提出了一种基于情境的业务规则描述方法,并使用该方法对跨组织动态政务模式实例中的业务规则进行描述。该业务规则描述方法不仅弥补了原有规则描述方法中情境要素描述不完备的缺点,而且可对影响后续流程基本结构的业务活动进行描述,清晰地体现出人的决策行为对业务流程的影响。 (3)提出了一种基于角色网络和业务规则的跨组织动态业务流程控制方法,实现了对跨组织动态政务流程的柔性控制。本文提出的业务规则描述方法和流程控制方法,弥补了现有方法对动态流程形式化描述和柔性控制上的不足。研究成果对跨组织动态政务流程的管理具有指导意义,在相关的信息系统建设方面具有较强的应用价值。
[Abstract]:With the development of the theory and practice of e-government, cross-organizational government processes are becoming more and more frequent and universal. Some government processes can not be determined in the initial stage of modeling, so it is necessary for relevant people to dynamically generate or adjust some process fragments in the process of process operation. Therefore, the decision-making behavior of organizations or individuals in complex situations may have a great impact on the structure of cross-organizational government processes. The dynamic characteristics of cross-organizational government processes objectively increase the difficulty of government process management and bring many new research problems. For example, how can these semi-structured and unstructured business processes that are influenced by human decision-making behavior be better described and managed? How to achieve flexible control over such dynamic business processes? In order to solve the above problems, this paper summarizes the existing cross-organizational business process modeling methods. Most of the existing cross-organizational business process modeling methods follow or extend the existing intra-organizational modeling methods, and lack of description of some decision-making activities (business activities that may affect the basic structure of the subsequent process). Therefore, based on the role network theory, the business rules describing the business logic are separated from the process, and a context-based business rule description method and the corresponding process control method are proposed. The main work of this paper is as follows: (1) the characteristics of cross-organizational dynamic business processes in the field of government affairs are analyzed, and three common typical dynamic patterns, namely process dynamic composition pattern, are abstracted. The process fragment random creation pattern and the business rule dynamic creation pattern are defined and described respectively. (2) A situation-based business rule description method is proposed. This method is used to describe the business rules in the cross-organizational dynamic government model. The business rule description method not only makes up for the shortcomings of the incomplete description of the situation elements in the original rule description method, but also describes the business activities that affect the basic structure of the subsequent process. (3) A cross-organization dynamic business process control method based on role network and business rules is proposed, which realizes flexible control of cross-organization dynamic government process. The business rule description method and the process control method proposed in this paper make up for the shortcomings of the existing methods in formal description and flexible control of dynamic processes. The research results have guiding significance to the management of cross-organization dynamic government process, and have strong application value in the related information system construction.
