日本信息产业发展分析

【摘要】：从上个世纪七十年代开始的第三次技术革命对人类生活各个方面都产生了重大影响，，特别是上个世纪九十年代之后，以信息技术为特征的新技术革命浪潮席卷全球，助推人类社会进入了信息社会时代，使信息化成为当今社会的特征之一。日本经济之所以能走在世界的前列，信息产业的发达是一个重要原因。然而，从上个世纪八十年代开始，日本信息产业的领先地位受到了严重挑战，主要原因在于日本重视对能转换成产品生产的技术应用，而不重视基础理论和基础研究的投资，导致了应用型的信息产业相对发达。应用型的技术是以基础理论和技术研究为基础的，而基础相对薄弱，导致日本整个信息产业的优势逐步江河日下。最终动摇了领头羊的位置。 2000年，为了适应新时期信息产业的发展，结合日本国情日本政府提出了“IT立国战略”，以应对新世纪的挑战而提出的重大战略。该战略的实施在一定程度上促进了日本经济的发展，但是远未取得预期的效果。日本信息产业不重视基础理论的研究，这主要是因为日本信息产业集团大多属于私人性质的产业集团，追求自身利益的最大化，存在急功近利的倾向，即重视对技术的模仿，而不重视对技术的创新。这是日本信息产业落后于美国信息产业最主要原因之一。研究日本信息产业的发展史，对于我国来说具有重大的借鉴意义。我国经济已经取得了很大发展，但是我国信息产业仍然相对落后。二十一世纪的竞争是以科学技术为先导的综合国力的竞争，信息产业就是国力竞争的排头兵，要想在世界竞争中保持领先或者实现赶超，必须在信息产业方面有所突破。然而，相比日本，由于我国信息产业基础薄弱，软件行业竞争力不强，国际竞争力弱化等，一定程度上制约我国信息产业快速发展。本篇论文以研究日本信息产业为核心，以促进我国信息产业发展为目的。试图通过对日本信息产业发展优势与不足的研究，取得对我国信息产业发展的借鉴和启示作用，使我国信息产业发展汲取日本信息产业的长处，避免走弯路。同时，结合我国信息产业发展的实际，提出有效的对策意见。
[Abstract]:The third technological revolution, which began in the 1970s, has had a significant impact on all aspects of human life, especially since the 1990s, when the new technological revolution characterized by information technology swept the world. Human society has entered the information society era, so that information becomes one of the characteristics of today's society. The reason why Japan's economy is in the forefront of the world, the development of information industry is an important reason. However, since the eighties of the last century, the leading position of Japan's information industry has been seriously challenged. The main reason is that Japan attaches importance to the application of technology that can be converted into product production, rather than to investment in basic theory and basic research. Led to the application of the information industry is relatively developed. The applied technology is based on the basic theory and technology research, but the foundation is relatively weak, which leads to the gradual decline of the advantage of the whole information industry in Japan. In 2000, in order to adapt to the development of information industry in the new era, the Japanese government put forward the "IT National Strategy" in order to meet the challenges of the new century. The implementation of the strategy to some extent promoted the development of the Japanese economy, but far from achieving the desired results. Japan's information industry does not attach importance to the research of basic theory, this is mainly because Japanese information industry groups mostly belong to private industrial groups, pursue the maximization of their own interests, and have a tendency to be eager for quick success and instant profit, that is, they attach importance to the imitation of technology. And do not attach importance to the innovation of technology. This is one of the main reasons why Japan's information industry lags behind the American information industry. To study the history of information industry in Japan is of great significance to our country. China's economy has made great progress, but our information industry is still relatively backward. The competition in the 21 century is the competition of the comprehensive national strength guided by science and technology. The information industry is the vanguard of the national power competition. If we want to keep ahead or catch up with and surpass in the world competition, we must make a breakthrough in the field of information industry. However, compared with Japan, the weak foundation of information industry in China, the weak competitiveness of software industry and the weakening of international competitiveness restrict the rapid development of information industry in China to a certain extent. The purpose of this thesis is to promote the development of Japanese information industry. By studying the advantages and disadvantages of the development of Japanese information industry, this paper attempts to draw lessons from and enlighten the development of our country's information industry, so as to make the development of our country's information industry draw on the advantages of Japan's information industry and avoid taking a detour. At the same time, combined with the development of information industry in China, put forward effective countermeasures.
