中间环节市场结构与价值链治理者的决定——以2G和3G时代中国移动通信产业为例

【摘要】:在全球化推进、价值链各环节出现垂直分离的背景下,价值创造过程需要治理活动来控制和协调。本文以2G和3G时代中国移动通信产业为例,从中间环节的市场结构入手,探讨价值链治理者的决定机制。研究发现,中国2G移动通信价值链当中,"移动运营"环节的市场结构垄断性最强,处于该环节的运营商扮演治理者角色;而在3G移动通信价值链当中,"芯片提供"环节的市场结构垄断性最强,处于该环节的芯片提供商取代运营商,成为价值链治理者。在此基础上,本文研究认为:价值链各中间环节的市场结构之间是存在偏差的,这导致权力分布的不平衡。某个价值链环节的"市场结构"垄断性越强,处于该环节的企业在价值链当中的权力越大,越有可能成为价值链的治理者。这其中的原因是高垄断环节的企业拥有大量"强连带",并处于整个价值创造网络中"中心度"最高的位置,由此产生竞争优势和控制力。
[Abstract]:In the context of globalization and vertical separation of each link in the value chain, the process of value creation needs to be controlled and coordinated by governance activities. Taking China mobile communication industry in the era of 2G and 3G as an example, starting with the market structure of intermediate links, this paper discusses the decision mechanism of value chain governers. It is found that in the value chain of 2G mobile communication in China, the market structure of "mobile operation" is the strongest, and the operators in this link play the role of governance. In the 3G mobile communication value chain, the market structure of "chip supply" is the strongest, and the chip provider in this link replaces the operator and becomes the value chain governer. On this basis, this paper holds that there is a deviation between the market structure of each intermediate link in the value chain, which leads to the imbalance of the distribution of power. The stronger the monopoly of the "market structure" in a value chain, the greater the power of the enterprises in the value chain, and the more likely they are to become the value chain governance. The reason is that the enterprises with high monopoly have a large number of "strong joint and several", and are in the highest position of "centrality" in the whole value creation network, resulting in competitive advantage and control power.
