时间和质量管理在CH公司国情普查项目的应用研究

【摘要】:CH公司是中山最具规模的测绘企业,具有国家甲级测绘资质,先后荣获国家、省部级及市级科学技术进步奖30余项,公司成长至今为中山的国土房产管理、城市规划和城市建设提供了大量测绘成果和服务。2010年以来,测绘地理信息行业发展快速,测绘项目的规模越来越大,质量要求也越来越高,但CH公司项目的管理手段没有明细提高。项目管理缺乏科学合理的计划,执行和调整随意性比较大,执行过程中常常出现先松后紧,后期为了项目进度往往又忽略了质量控制,部分项目无法按既定目标完成,整个项目管理体系与当今形势矛盾,CH公司国情普查项目时间和质量管理亟待解决。CH公司国情普查项目是一项政治性任务,国情普查成果作为地理国情监测的初始数据,项目具有时间要求紧,质量要求高,技术难度大的特点,如何做好项目时间和质量管理是亟待解决的问题。本文从项目的时间管理和质量管理现状及存在问题入手,结合实际的管理工作经验,借助现代项目管理的理论和方法,探索适合本项目的管理模式。时间管理方面,本文通过理论和实践相结合的方法,对项目的活动进行分解、排序,通过活动资源和时间估算、计划编制及计划控制有步骤开展工作,采用计划评审技术(PERT)、甘特图、关键路径法等管理科学分析方法,开展项目各阶段的工作,实际生产中部分工序和计划有偏差,通过资源调整,压缩另一阶段关键路径时间,保证项目整体进度。质量管理方面,笔者从质量策划、质量保证、质量控制入手,控制质量采用质量验证体系、PDCA循环法及全面质量管理方法,通过事前、事中、事后质量控制方法,提出了全员的质量意识,保证国情普查项目质量满足策划要求。本文对国情普查项目的项目理论研究是一次尝试性探索,希望对以后类似的测绘项目有一定的参考意义和借鉴作用。
[Abstract]:CH is the largest surveying and mapping enterprise in Zhongshan. It has a national Grade A surveying and mapping qualification. It has won more than 30 national, provincial and municipal science and technology progress awards. The company has grown up to be Zhongshan's land and real estate management. Urban planning and urban construction have provided a large number of surveying and mapping achievements and services. Since 2010, the surveying and mapping geographic information industry has developed rapidly, the scale of surveying and mapping projects has become larger and larger, and the quality requirements have become higher and higher. But CH's project management tools have not been improved. The project management lacks scientific and reasonable plan, and the execution and adjustment is quite random. In the process of execution, it often appears first loose and then tight. In the later stage, the quality control is often ignored for the sake of project schedule, and some projects can not be completed according to the established goal. The contradiction between the whole project management system and the current situation. The time and quality management of the Ch company's national situation census project is a political task to be solved urgently. The national situation census results are regarded as the initial data of the geographical situation monitoring. The project has the characteristics of tight time, high quality and great technical difficulty. How to manage the time and quality of the project is an urgent problem to be solved. This paper starts with the present situation and existing problems of time management and quality management of the project, combining with the practical management experience, and with the help of the theory and method of modern project management, explores the management mode suitable for the project. In the aspect of time management, this paper combines theory and practice to decompose, sort, estimate, plan and control the activities of the project step by step. The management scientific analysis methods, such as (PERT), Gantt chart and critical path method, are adopted to carry out the work of each stage of the project. Some of the working procedures and plans in actual production are deviated, and the critical path time of the other stage is compressed through the adjustment of resources. Ensure the overall progress of the project. In terms of quality management, the author starts with quality planning, quality assurance and quality control, and adopts quality verification system PDCA cycle method and total quality management method. The quality consciousness of the whole staff is put forward to ensure that the quality of the national census project meets the planning requirements. This paper is an attempt to study the project theory of the national census project, hoping to have some reference significance and reference function for the similar surveying and mapping project in the future.
