【摘要】：县域经济是在县乡旗范围内以城镇为中心，农村为基础，整合配置资源，等各种经济发展的机构组成。可见，县域经济第一是以县乡为主体带动帮助，协调发展第二，县域经济需要有县级政府来进行调控。政府在调控当中，要充分考虑当地域情，这种域情与其地理区位、历史人文、特定资源禀赋相关联。第三，县域经济必须是以市场为导向的，它随着市场经济的发展，在更大的区域内对进行资源配置，来获取竞争优势，所以县域经济要强调开放性和合作性,既以县域范围为界，又不受县域的制约。第四，县域经济是具备多项功能的综合性经济体系。整个县域经济发展涉及社会再生产的各个环节和各产业各部门，突出地区比较优势，发展重点产业和特色产业是县域经济的重点。第五，县域经济不同于国民经济，不能“麻雀虽小，五脏俱全”，要“能农则农”、“能工则工”、“能商则商”“能游则（旅）游”，发挥比较优势，突出重点产业，县域经济是农村经济研究的重要内容，要想实现国民经济的现代化，必须要实现县域经济的现代化。土默特右旗是内蒙古自治区19个边境旗（县、市）和23个牧业旗之一，位于内蒙古自治区北部，行政隶属于包头市。随着改革的深入发展，土右旗县域经济也在持续有效的壮大，取得显著成绩，由于原有经济薄弱发展的不发与先进地区仍存在较大差距。因此，在现在喝未来如何促进土默特右旗县域经济的快速高质量的进一步发展，尽快赶上发达地区，就成为土默特右旗人民的重要课题，而且必须破解。放大特色优势，发展特色经济，加快培育支撑县域经济发展的支柱产业，合理高效利用自然资源优势，发展现代农业是当前土默特右旗县域经济发展应该做的工作。整合利用旗域内资源优势，做好特色产业发展规划，充分了解和掌握旗域内的工业资源、矿产资源、农业资源和生态资源还有文化旅游资源，进行全方位的高度整合，高效益的综合开发利用。以农牧业现代化为基础，围绕工业化建设来劳动城市化，形成一个用资源利用来提升产业发展、从县域经济发展到民生全面改善的完整的规划体系，在经济综合发展的同时，着力打造具有土默特右旗特色的新型产业基地，高质量实现“全旗居民不断增收特别是农牧民、旗财政收入快速增长、旗的社会经济发展后劲增强”的三增目标。论文借鉴之前的县域经济方法作为自己研究的基础，对包头市土默特右旗县域经济发展现状和经济发展已具有的优势和表现出来的劣势进行了深入的调查，而后开始研究。希望找出土默特右旗在县域经济发展中存在的主要问题，揭示制约土默特右旗县域经济发展中存在主要问题的因素，提出一些具有建设性的对策建议。具体如下：第一、加大政府调控力度，积极拓宽融资渠道，支持经济社会发展。提高县域政府调控经济的能力和水平，特别是通过加强政府自身的建设，发挥政府在县域经济发展中的组织和领导作用。第二、调整产业结构，，进行产业升级，大力发展第三产业。确立和培育县域经济主导产业和支柱产业，依靠优势、发挥优势，发展循环经济，确保种植业的主体地位并不断升级产业，强力养殖业、煤炭、旅游产业的强势快速发展；培育发展县域的政治、经济、文化和信息，形成具有强大的辐射带动作用的区域经济中心，加强中心城区建设，构建优化县域城镇体系，支持带动乡村腹地经济的发展。第三、确立主导产业，实现县域工业化，推进农业现代化，发展新兴产业。加快推进农牧业产业化进程，解决富民问题，以煤、水、电为龙头，打造电力、煤炭开采等产业，加快推进工业化进程，解决土右旗财政问题。以九峰山、美岱水库为龙头，打造三产服务业，解决富城镇居民问题，提高县域对资金、技术、人力资源等经济发展要素的聚集能力。第四、实施人才战略，提高科技创新能力。改善人文环境，全力支持县域民营经济的发展，全民创业，积极推广科学技术的广泛应用，用科技提高效率，用科技提升层次，用科技提高创新能力，全民高科技全面推进土右旗县域经济的快速发展。第五，合理规划县域空间结构，为创建中型城市，发挥对旗域经济社会的辐射带动作用奠定良好基础。
