【摘要】：中国和哈萨克斯坦是友好邻邦，，自1992年两国邦交正常化以来，两国在政治、经济、文化等多个领域的双边关系都得到了良好稳定的发展。与此同时，尤其是在追求“和平与发展”的当今国际社会，两国在维护世界和平，反对恐怖主义方面合作密切。随着“上海合作组织”会晤机制内部多边合作的发展和深化，中哈友好关系有了更深层次的内涵。在目前全球经济一体化大潮的推动下，进一步加强中国和哈萨克斯坦两国的经贸合作，完全满足两国的根本需求。哈萨克斯坦丰富的自然资源、独特良好的投资环境对中哈投资合作的发展具有很大的推动作用；《中哈21世纪合作战略》、《中哈友好关系基础联合声明》、《中哈睦邻友好合作条约》、《中哈经济合作发展构想》等都是中哈两国领导人近些年先后签署的友好协议，这些大的政策方针和良好的宏观环境为双方各领域里的务实合作奠定了坚实基础。同时，中国的新疆地区是中哈两国的相邻之地，在两国双边投资中居于不可忽视的地位。中哈直接投资的进一步深入合作，势必更有利于促进哈萨克斯坦和中国（尤其是新疆地区）政治、经济、社会等各领域的全面恢复与发展。近年来，中国对哈直接投资实现了快速稳定增加，但不可忽视的是这中间依然存在一些不利于双边投资发展的因素。本文就哈萨克斯坦的投资环境进行研究，通过对哈萨克斯坦投资环境深度分析，提出重点投资领域与可能存在风险，以便中国企业对哈萨克斯坦投资环境有较全面的认识和了解，为以后中哈之间更深的投资合作提供一个参考依据，促进中哈投资顺利发展，获得两国共赢。
[Abstract]:China and Kazakhstan are friendly neighbors , and since the normalization of diplomatic ties between the two countries in 1992 , the bilateral relations between the two countries in various fields , such as politics , economy and culture , have been developed well and steadily . At the same time , especially in the pursuit of " peace and development " , the two countries have cooperated closely in safeguarding world peace and against terrorism . As the development and deepening of multilateral cooperation in the " Shanghai Cooperation Organization " meeting mechanism , China - Kazakhstan friendly relations have a deeper meaning . Jiang said that China and Kazakhstan have made great efforts to promote bilateral economic and trade cooperation in the 21st century , and the development of Sino - Kazakh friendship and cooperation has laid a solid foundation for practical cooperation between the two countries . In the meantime , China ' s new frontier is the neighboring land of China and Kazakhstan , which is a non - negligible status in bilateral investment . In recent years , China ' s direct investment in Kazakhstan has increased rapidly , but it cannot be ignored . This paper studies the investment environment of Kazakhstan . By analyzing the depth of investment environment in Kazakhstan , this paper puts forward the key investment field and possible risk , so that Chinese enterprises have more comprehensive knowledge and understanding of the investment environment in Kazakhstan , so as to provide a reference basis for the deeper investment cooperation between China and Kazakhstan , and promote the smooth development of China - Kazakhstan investment and win the win - win between the two countries .
