【摘要】：按照人均GDP超过3000美元的经验数据，洛阳市大约从2007年就开始进入到经济结构转型的关键时期，同时期国家各地纷纷都在进行着产业结构转型升级的实践，在这承前启后的阶段，进行洛阳市产业结构转型升级的研究有着重要的现实意义。本文的研究目的是通过梳理洛阳市的产业结构演化进程，剖析产业结构转型基础存量状况以及与产业空间的适应性，试图发现一些洛阳市产业结构演进的特殊规律和产业结构的形态特征，探寻其成因和形成路径，为确定洛阳市产业结构转型的内容和方向做一些理论思考和政策建议。本文综合运用了实地调查、统计描述、归纳演绎等方法，主要分析了洛阳市产业结构的演变历程、形态特征和未来转型的目标与路径，也探究了洛阳市产业增长和GDP增长的相关关系，产业、空间、区域经济等的相互关联。具体内容可分为三部分：序言、正文、总结。正文部分可分为4章：第一章为国内外研究产业结构转型文献和洛阳市产业结构适应性理论综述；第二章梳理了自建国以来洛阳市产业结构转型的演进历程；第三章浅显的对洛阳市产业结构转型的基础存量进行偏离-份额测度，探究其处在产业结构转型的哪一阶段和接下来的产业结构调整部署；第四章为洛阳市区产业空间结构与县域空间结构的关联分析，，以及将其产业结构转型升级置于整个大区域中的作用分析。主要研究结论：（1）洛阳市产业结构演进的趋势基本符合配第-克拉克定理以及库兹涅兹法则，即洛阳市的第一产业的产值在国民收入的比重中持续不断下降；工业部门国民收入的相对比重在1965年上升到50%以上就保持大体不变并略有上升的态势；第三产业的国民收入比重在1988年上升到30%左右也保持大体不变或略有上升，但是与劳动力的相对趋势不同步。特殊的是，洛阳市第二产业产值比重以及产业的演变速度都和钱纳里的“标准结构”不完全相符，工业化时期将会分多个阶段且会持续很长一段时期。（2）洛阳市的产业结构演进历程符合路径依赖原则，从重工业城市地位确立以来，工业部门就是洛阳市的主导经济部门，“二三一”的结构排序在长时间的产业结构演进中没有发生质的变化，工业在很长时期内都是洛阳市产业结构的调整核心和经济增长的骨骼经脉。（3）偏离-份额方法测算洛阳市产业结构基础状况的数据显示近五年洛阳市的产业结构调整处在量变阶段，第一产业的优势部门林业符合洛阳市地势特征，可以为洛阳市第一产业的工业化、规模化和商品化拓展发展空间；由于资源结构、技术结构、经营方式、基础存量的不同，决定了洛阳市第二产业中的采矿业、制造业、石油化工业等调整转型的重点和方向不同；第三产业中的运输业、信息服务业、旅游业等还有很大的技术上升、规模效益、经济投资空间。整体上，洛阳市近期不会发生经济主体的转变，产业结构以及产业结构间的转型还需要经济基础的积奠。（4）洛阳市市区产业空间与县域产业空间的关联性不仅可以拓展市域内的产业发展空间，更大的意义是可以通过产业链将市区与县域的经济紧密连接，全市整体发展，发挥其在全国区域产业转移中的枢纽作用。
[Abstract]:According to the empirical data of per capita GDP of more than $3000, the city of Luoyang from about 2007 began to enter into a critical period of economic restructuring, countries around the same period have in the upgrading of the industrial structure transformation of practice, in this transitional stage, has important practical significance to study the transformation and upgrading of the industry structure of Luoyang city production. The purpose of this study is to comb through the industrial structure of Luoyang city evolution process, analysis of industrial structure transformation based stock situation and adaptability with the industrial space, trying to find the morphological characteristics of the special laws and industrial structure of some Luoyang city industrial structure evolution, explore its causes and formation path, do some theoretical thinking and policy suggestions for to determine the content and direction of Luoyang city industrial structure transformation.
This paper uses the field investigation, statistical description, induction and deduction methods, mainly analyzes the evolution of industrial structure in Luoyang City, the morphological characteristics and the future transformation of the target and path, also explores the relationship between Luoyang industrial growth and the growth of GDP industry, space, regional economic and other related contents can be. Divided into three parts: preface, text and conclusion. The body part can be divided into 4 chapters: the first chapter is the domestic and foreign research literature and the transformation of industrial structure of Luoyang city in the adaptability theory of industrial structure; the second chapter reviews the evolution of the transition since the founding of Luoyang City industrial structure; the third chapter is simple to measure the shift share Luoyang city industrial structure transformation base, to explore the transformation of the industrial structure in which stage of the adjustment of industrial structure and the next deployment; the fourth chapter is the space industry in Luoyang City The analysis of the relationship between the structure and the spatial structure of the county, and the role of the transformation and upgrading of its industrial structure in the whole large area.
The main conclusions are as follows: (1) Luoyang city industrial structure evolution trend consistent with the petty - Clark theorem and the Cruz Nez rule, which is the first industry in Luoyang city's output continued to decline in the proportion of the national income in the national income; the industrial sector relative proportion in 1965 rose to more than 50% remain largely unchanged and slightly rising trend third; industry proportion of the national income rose to about 30% in 1988 remain largely unchanged or slightly increased, but the relative trends and labor are not synchronous. Especially, is not fully consistent with the Luoyang City second industries and industry evolution speed and Chanari's "standard structure", the period of industrialization will be divided into several stages and will continue for a long period of time.

(3) the shift share method to calculate the industrial structure of Luoyang city based on the situation of the data shows that the adjustment of industrial structure in Luoyang city in recent five years in the first stage of quantitative change, industry advantages of Department of forestry of Luoyang city can meet the terrain features, as the first industry of Luoyang city industrialization, scale the commercialization and expand the development space; the resource structure, technical structure, mode of operation, the basic stock is different, the decision of the Luoyang city in the second industry, mining industry, manufacturing industry, petroleum Adjust the focus and direction of industrial transformation is different; transportation industry in the third industry, information service industry, tourism industry and great technology rise, economies of scale, economic investment space. On the whole, the change of Luoyang would not occur recently in main economic foundation, the transformation of industrial structure and industrial structure also needs the economic basis.
(4) the relationship between Luoyang city and county industrial space space industry can not only expand the city industrial development space, the greater significance is closely connected to the city and county economy through the industrial chain, the city's overall development in the regional industry to play its pivotal role in the shift.
