资源利用视角下的兵团产业结构调整研究

【摘要】：新疆兵团具有丰富而独特的自然资源宝藏，无论是土地资源、草地资源，还是生物资源、矿产资源都比较丰富。兵团大部分师团分布在塔克拉玛干沙漠、古尔班古特沙漠周边生态环境脆弱的地区，资源环境压力日益显现。西部大开发以来，在我国经济持续健康快速发展的背景下，兵团经济发展呈现良好的发展势头。但是兵团经济的高速增长是建立在高投入、高消耗、低效益的粗放型生产方式上，对兵团的资源已产生了巨大的压力。兵团必须从根本上改变粗放型发展模式，必须将资源消耗型、环境污染型产业转变成资源节约型、环境友好型产业，即“两型”产业，同时不断实现产业结构的调整优化。因此对资源合理利用视角下的兵团产业结构调整优化问题研究对兵团实现经济跨越式发展和可持续发展尤为重要。本文首先对资源进行定义，以资源经济学理论为指导，选用适合的方法对兵团的资源概况及利用效率进行了实证分析，以明确新疆兵团资源利用的现状；其次对新疆兵团产业结构合理化进行了评价，以揭示目前兵团产业结构的合理化水平；再次运用协调度模型，对新疆兵团资源利用与产业结构之间的协调关系进行了测度，明确两者之间的协调度，发现在资源利用视角下兵团产业结构调整存在的问题及制约因素；最后在上述研究的基础上，明确新疆兵团产业结构调整的方向和内容，并提出其产业结构调整的具体措施。本文通过研究得出一下几点结论：第一，新疆兵团资源丰富，2001-2010年以来，其资源利用效率也在逐步提升，但是比全国平均水平低较多；第二，自2000年以来，兵团产业结构逐步调整优化，基本符合产业结构演变规律，产业结构合理化程度也逐步提高，但是仍不是很高，需大力调整优化；第三，2000-2010年间，兵团资源利用与产业结构的协调度越来越高，但是目前其协调度评价值仍偏低，协调状态处于初级协调的状态，，离优质协调还有一定的距离；第四，资源利用视角下兵团产业结构调整主要存在产业整体资源产出效率低、产业技术经济落后及三大产业内部结构不合理等问题，同时兵团在产业结构调整过程中受到兵团自身体制因素和资金因素等制约。
[Abstract]:Xinjiang bingtuan has rich and unique natural resources treasure, whether land resources, grassland resources, or biological resources, mineral resources are relatively rich. Most of the division and regiment are located in the Taklimakan desert. With the fragile ecological environment around Guerbangut Desert, the pressure of resources and environment appears day by day. Since the development of western China, the economy of our country has been developing rapidly and healthily. The economic development of the Corps presents a good momentum of development. However, the rapid growth of the economy of the Corps is based on the extensive mode of production with high input, high consumption and low efficiency. There has been a great pressure on the resources of the Corps. The Corps must fundamentally change the extensive development model, must be the consumption of resources, environmental pollution industry into resource-saving, environment-friendly industries. Namely "two types" industry. At the same time, the adjustment and optimization of industrial structure should be realized constantly, so it is very important to study the optimization of industrial structure in the perspective of rational utilization of resources for the realization of leap-forward development and sustainable development of economy. Firstly, this paper defines the resources, chooses the suitable method to analyze the general situation of resources and the utilization efficiency of the bingtuan, under the guidance of the theory of resource economics, in order to make clear the present situation of the utilization of resources in Xinjiang bingtuan; Secondly, the paper evaluates the rationalization of the industrial structure of Xinjiang Bingtuan in order to reveal the rationalization level of the industrial structure of the Corps at present. Thirdly, by using the coordination degree model, this paper measures the coordination relationship between the utilization of resources and the industrial structure of Xinjiang Corps, and clarifies the degree of coordination between the two. The problems and restrictive factors of the industrial structure adjustment of the Corps under the perspective of resource utilization are found. Finally, on the basis of the above research, the direction and content of the industrial structure adjustment of Xinjiang Bingtuan are clarified, and the concrete measures for the adjustment of the industrial structure are put forward. In this paper, the following conclusions are drawn: first, the resources utilization efficiency of Xinjiang Bingtuan has been gradually improved since 2001-2010, but it is much lower than the national average; Second, since 2000, the industrial structure of the Corps has been gradually adjusted and optimized, basically in line with the law of industrial structure evolution, and the degree of rationalization of industrial structure has been gradually improved, but it is still not very high, so it is necessary to adjust and optimize vigorously; From 2000 to 2010, the coordination degree between resource utilization and industrial structure of the Corps is higher and higher, but the evaluation value of coordination degree is still low, and the coordination state is in the state of primary coordination. There is still a certain distance from quality coordination; In 4th, under the perspective of resource utilization, the adjustment of industrial structure of Bingtuan mainly has the problems of low output efficiency of industry as a whole, backward of industrial technology and economy and unreasonable internal structure of three major industries. At the same time, in the process of industrial structure adjustment, bingtuan is restricted by its own institutional factors and fund factors.
