山东省主体功能区政策体系研究

【摘要】:“十一五”规划纲要提出了“区域功能定位”这一问题,在国家“十一五”规划纲要中,,明确提出主体功能区的概念,即:“根据资源环境承载能力、现有开发密度和发展潜力,统筹考虑未来我国人口分布、经济布局、国土利用和城镇化格局,将国土空间划分为优化开发、重点开发、限制开发和禁止开发四类主体功能区。”2011年3月出台的“十二五”规划纲要,对区域发展格局进一步表述为:“实施区域发展总体战略和主体功能区战略,构筑区域经济优势互补、主体功能定位清晰、国土空间高效利用、人与自然和谐相处的区域发展格局,逐步实现不同区域基本公共服务均等化”。主体功能区规划的提出,明确了我国经济和社会发展的趋势,也指明了国家和地方各级政府的发展方向。目前,我国区域协调发展的主要矛盾已经由以发展经济和调整生产力布局为核心内容的阶段转向了以提高发展质量与空间均衡为核心内容的新阶段。主体功能区规划是一项综合性的空间规划,其充分借鉴了国外促进区域协调发展的经验,是在对我国国土特征进行重新认识和对我国以往的区域协调战略及政策进行深刻总结的基础上形成的,是我国区域协调发展的重要的新举措。 作为全国经济大省之一,山东省为缓解全省区域发展失衡等问题,提出了“一个龙头,三个突破,三个战略”的区域协调发展战略,但一项战略的实施会受到诸多现实因素的制约,在实践中对全省的资源环境缺乏有效的保护。因此,随着山东省经济和社会的发展,资源和环境将承受更大的压力,目前社会经济发展的空间格局的无法均衡延伸,城市空间布局的失控、蔓延式的城市建设扩张等挑战,严重制约了山东省今后的协调发展。作为东部沿海地区的经济大省,随着经济的快速发展,山东省面临的环境与资源问题越来越严峻,如环境污染和生态破坏进一步加重,水土资源短缺,劳动力成本不断上升。同时,山东省西部产业稀疏区域没有得到足够的资本驱动,甚至部分具有极大潜力区域的土地、劳动力资源没有发挥应有的效益。为实现经济持续有效的发展,同时体现区域公平,山东省应该更加重视空间资源与生产要素的引导与调控,促进区域经济的发展更加科学合理。 文章共分为8个部分。第一章为绪论,主要介绍论文的研究背景及研究意义、研究思路、研究方法、创新与不足之处,通过绪论分层次展开对主体功能区政策体系的研究。 第二章介绍了国内外主体功能区研究现状,主体功能区、政策体系理论基础,并提出主体功能区和政策体系的内涵及相关内容。 第三章对山东省主体功能区区划方案的形成进行了简要回顾,并对山东省优化开发区、重点开发区、限制开发区、禁止开发区的内容进行了评述。讨论了山东省主体功能区政策体系框架和功能。对山东省主体功能区的政策体系的现状和特点进行了评述,介绍了主体功能区政策体系的含义以及相互关系和框架构建。 第四章至第七章分别对优化开发区、重点开发区、限制开发区、禁止开发区财税政策、投资政策、产业政策、人口政策和环境政策进行了详细的探讨。各章首先讨论了不同类型区域的功能定位和发展要求;其次对政策体系实施过程中需需求及作用机理;细致的总结在优化开发区、重点开发区、限制开发区和禁止开发区等四个区域内具体实施的政策体系以及政策体系的优化组合,总结出各具体政策的内容,并进行案例分析。 第八章为结论与讨论,总结全文研究内容,提出未来的研究方向。确定近期山东省主体功能区规划优先安排的政策,并展望相关政策实施效果。

"The March 2011 introduction of the" 12th Five-Year "plan, to further the pattern of regional development:" the implementation of the overall strategy for regional development strategy and the main functional areas, to build regional economic strengths, the main function clear positioning, efficient use of land space, regional development pattern of the harmony between man and nature, and gradually realize the equalization of basic public services in different regions of the main function. The proposed area planning, clear China's economic and social development trend, also pointed out the development direction of the national and local levels of government. At present, the main contradiction of regional coordinated development in China is to develop economy and adjust the distribution of productive forces as the core content of the stage to a new stage in order to improve the quality and balanced development of space the core content. The main functional area planning space planning is a comprehensive, fully draw lessons from the foreign experience to promote the regional coordinated development, is in the characteristics of China's land re formation and summing up the coordination strategy and policy of China's regions, is an important new initiatives the regional coordinated development in China.
As one of the country's major economic province, Shandong Province, to alleviate the problems of regional development imbalances, put forward "a leader of the three breakthrough strategy of regional coordinated development of the three strategy", but the implementation of a strategy will be affected by many realistic factors, on the whole, the lack of effective protection of resources and environment practice in Shandong province. Therefore, with the development of economy and society, resources and environment will be under more pressure, the spatial pattern of social and economic development is not balanced, out of control of city space layout, the spread of city expansion challenges such as construction type, seriously restrict the coordinated development of Shandong Province as a major in the future. The economic province in eastern coastal areas, with the rapid economic development, Shandong province is facing the increasingly serious environmental and resource issues, such as environmental pollution and ecological damage aggravated, water resources shortage, labor costs Rising. At the same time, Shandong province western industrial sparse region did not get enough capital driven, even some has great potential to land, labor resources did not play its due benefits. In order to achieve sustainable economic development effectively, and realize regional equity, Shandong province should pay more attention to guide and control the spatial resources and production factors, promote the the development of the regional economy is more scientific and reasonable.
The article is divided into 8 parts. The first chapter is the introduction, which mainly introduces the research background and research significance, research ideas, research methods, innovation and shortcomings, and introduces the research on the main functional area policy system through the introduction.
The second chapter introduces the research status quo of the main function area at home and abroad, the main function area, the theoretical foundation of the policy system, and puts forward the connotation and related contents of the main function area and policy system.
The third chapter makes a brief review of the main functional areas of Shandong province and the regionalization of Shandong Province, optimizing development zone, key development zone, limited development zone and prohibited development zone were reviewed. The content discussed the main function region of Shandong province policy framework and function. The current situation and the characteristics of the main policy system in Shandong province functional areas are reviewed. The construction of the main functional areas of the policy system and the relationship between meaning and framework.
The fourth chapter to the seventh chapter of Optimizing Development Zone, key development zone, Limited Development Zone, development zone from fiscal policy, investment policy, industrial policy, population policy and environmental policy are discussed in detail. The first chapter discusses the function and development of different types of regional requirements; and the mechanism for the implementation of the requirements in the process of policy system; detailed summary in Optimizing Development Zone, key development zone, optimize policy system restricted development zone and prohibited development zone four area and the specific implementation of the policy system, summed up the specific contents of the policy and case analysis.
The eighth chapter is the conclusion and discussion, summarizes the research contents of the full text, and puts forward the future research direction. It determines the policy of priority layout of the main function area in Shandong Province, and looks forward to the implementation effect of the related policies.
