污染减排影响产业结构调整的效应研究

【摘要】：在中国现行经济体制下,污染减排倒逼机制已经成为产业结构调整的重要驱动因素。本文首先分析了污染减排倒逼产业结构调整的效应测算,以环境经济投入产出模型为主要分析工具,运用动态投入产出模型,从经济投入产出和经济增长质量两个方面测度2008~2012年污染减排倒逼中国产业结构调整的效应;然后,在2007年我国区域间投入产出表以及2007~2013年省级污染物二氧化硫和烟粉尘的排放量面板数据的基础上,通过构建我国污染减排引致区域产业结构调整模型,定量测算出我国2008~2013年间各地区污染物的排放绩效以及污染减排引致区域产业结构调整的效应。研究结果显示,污染减排虽给传统的国民经济发展指标带来了一定程度的负面影响,但是对产业结构调整产生了积极的作用:第二产业占比下降,第三产业占比上升,在第二产业内部,重污染产业比重持续下降,因此产业结构得到优化;样本区间内产业部门的二氧化硫和工业废水排污系数趋于下降,污染减排促使经济增长质量得以明显改善。从各地区污染物排放绩效结果综合来看,西南区域、西北区域和中部区域对污染物的排污控制较为显著,在东北、京津、北部沿海区域较小;污染减排引致区域产业结构调整的效应自2008年到2013年逐年递减,即当污染减排影响区域产业结构调整的总产出变化保持一定时,其引起的污染物排放量是逐年递减的。我国污染减排政策的密集出台对我国产业结构调整起到了明显的正向引导作用,由于我国各行业各地区的减排效果存在明显差异,国家相关部门应针对差异制定出不同产业和地区的减排标准,但是,当前我国的环保倒逼机制有效发挥作用仍然存在障碍,应进一步强化对环境问责、企业减排、环保执法及公众参与的倒逼机制,对不同地区、不同产业实施不同的污染减排政策,协同推进技术减排、结构减排和管理减排,加快产业转型升级。
[Abstract]:Under the current economic system of China, the mechanism of pollution abatement has become an important driving factor of industrial structure adjustment. Firstly, this paper analyzes the effect of pollution abatement on the adjustment of industrial structure. Taking the environmental economic input-output model as the main analysis tool, the dynamic input-output model is used. From the aspects of economic input and output and the quality of economic growth, this paper measures the effect of emission reduction of pollution from 2008 to 2012, which forces the adjustment of industrial structure in China. Then, on the basis of the input-output table between regions in China in 2007 and the emission panel data of provincial pollutant sulfur dioxide and smoke dust from 2007 to 2013. Through the construction of China's pollution reduction resulting in regional industrial structure adjustment model. The emission performance of pollutants and the effects of pollution emission reduction on the adjustment of regional industrial structure in China from 2008 to 2013 are quantitatively estimated. Although the emission reduction of pollution has brought some negative effects to the traditional indicators of national economic development, it has played a positive role in the adjustment of industrial structure: the proportion of the secondary industry has decreased, the proportion of the tertiary industry has increased. Within the secondary industry, the proportion of heavy pollution industry has been decreasing, so the industrial structure has been optimized; The emission coefficient of sulfur dioxide and industrial wastewater tends to decrease in the sample range, and the emission reduction of pollution promotes the improvement of the quality of economic growth. From the comprehensive results of pollutant discharge performance of various regions, the southwest region. In the northwest and central regions, the pollutant discharge control is more significant, but in the northeast, Beijing and Tianjin, the northern coastal area is smaller; The effect of regional industrial structure adjustment caused by pollution reduction is decreasing year by year from 2008 to 2013, that is, when the total output of the regional industrial structure adjustment of pollution emission reduction is changed to a certain extent. The emission of pollutants caused by it is decreasing year by year. The intensive introduction of pollution abatement policy in China has played an obvious positive role in the adjustment of industrial structure in China. Because there are obvious differences in the emission reduction effect of different industries and regions in China, the relevant departments of the country should formulate emission reduction standards for different industries and regions, but. At present, there are still obstacles to the effective use of the environmental protection mechanism in China. We should further strengthen the environmental accountability, enterprise emission reduction, environmental protection law enforcement and public participation in the reverse forcing mechanism for different regions. Different industries implement different policies to reduce pollution, promote technology emission reduction, structure emission reduction and management emission reduction, and accelerate industrial transformation and upgrading.
