蒙自市“农转城”政策执行研究

【摘要】：随着城镇化水平的不断提高,城乡一体化建设的步伐越来越快,在未来20年内,中国将有近5亿农民需要进入城市,在这样的大背景下,省人民政府于2012年出台了“农转城”政策,最终目的在于人的城镇化,解决农民人口向城市人口的过渡问题,使农民市民化,从而实现城乡区域人口合理布局,城乡资源要素合理流动,公共资源均等化受益,促进产业结构调整,推动城镇化、工业化、农业现代化进城。政策本身具有很强的内在价值和现实意义,涉及到千万农民方方面面的利益,主要有就业、住房、子女教育、社保、医疗、土地等方面。但是,经过第一年的政策执行,其中出现了一些问题和困难。农民转为市民后,“穿上了十件衣裳,盖上了两床被子”,同时持有农民和市民两本户口、两种身份,但仍然处于半农半城的尴尬境地；虽然保留了土地,后顾之忧减少了,身份也转成了市民,但是仍然徘徊于城市边缘。因此,我们有必要研究蒙自市“农转城”政策在执行的实际情况,促进政策执行力的提高。本研究共五个部分：第一部分：提出研究的问题,说明蒙自市农转城政策实施的大背景,并阐述了研究“农转城”政策的必要性,交待了研究的意义及研究的主要内容,并对国内与“农转城”政策相关的一些文献进行梳理。第二部分：对研究中涉及的基本概念进行界定,说明研究的理论视角。第三部分：分析蒙自市“农转城”政策的基本执行情况,并分析了在执行过程中存在的主要问题。第四部分：对影响蒙自市“农转城”政策执行的原因进行分析,主要是政策本身、政策执行主体、客体以及资源环境因素四个方面进行了分析。第五部分；在上述分析的基础上,提出提高蒙自市“农转城”政策执行力几点建议,从政策体系、政策执行者、执行对象和政策环境四个方面都需要进一步改进。
[Abstract]:With the improvement of the level of urbanization, the pace of integration of urban and rural construction more and more quickly, in the next 20 years, Chinese will have nearly 500 million farmers into the city, in this context, the provincial people's Government in 2012 promulgated the "farmers to the city" policy, the ultimate goal is to solve the people's urbanization, farmers the population to the transition of city population, the farmers, so as to realize the rational distribution of regional population in urban and rural areas, the rational flow of urban and rural resources, public resources equalization benefit, promote the adjustment of industrial structure, promote urbanization, industrialization, agricultural modernization policy. The city itself has a strong intrinsic value and practical significance, involving millions of farmers the interests of all aspects, mainly in employment, housing, education, social security, health, land and so on. However, after the first year of the implementation of the policy, some problems and difficulties. Therefore, it is necessary to study the Mengzi city farmers to the city in the actual situation of policy implementation, promote the implementation of the policy.
There are five parts in this study.
The first part: the research questions, explains the background of Mengzi city farmers to the city policy implementation, and elaborated on the necessity of "farmers to the city" policy, explains the main contents and research significance of the research, and to domestic and agricultural literature city "policy related to analyze.
The second part: to define the basic concepts involved in the study, and to explain the theoretical perspective of the study.
The third part: the analysis of the basic implementation of the "rural city" policy in Mengzi, and the analysis of the main problems in the process of implementation.
The fourth part analyzes the reasons that affect the policy implementation of Mengzi's "rural to urban transformation" policy, mainly from four aspects: policy itself, policy implementation subjects, objects and resources and environment factors.
The fifth part, on the basis of the above analysis, puts forward several suggestions for improving the policy implementation capacity of Mengzi's "rural to urban" policy, which needs further improvement from the following four aspects: policy system, policy executor, execution object and policy environment.
