我国个体经济市场监管存在的问题及对策研究

【摘要】：改革开放以来,在党和国家鼓励个体经济发展的方针政策指引下,个体经济的地位从“拾遗补缺”到“必要的有益的补充”,再到“社会主义市场经济的重要组成部分”,发生了深刻的变化,几乎涵盖了所有的社会领域。个体经济不仅促进了我国经济的增长,财政收入的增加,而且活跃了市场,缓解了就业压力,使社会更加稳定,已成为促进社会健康、快速、和谐发展的重要力量。然而尽管个体经济有了较快的发展,成为推动我国经济发展的一支重要力量。但是在个体经济的监管方面,由于相关的政府监管部门长期以来形成的观念上的认识错误、监管方式和手段的滞后,以及从业人员素质上存在的问题,在一定程度上制约和影响着个体经济量的扩张和质的提高,迫切需要对一些限制个体经济发展的监管体制和理念进行完善,下大力气优化服务环境,使之更好地促进个体经济的健康发展。实践证明,只有解放思想,更新观念,按照客观经济规律要求,正确认识和对待个体经济,才能制定出合理的监管政策,促进个体经济合理有序发展。本论文分为四大部分。第一部分阐述了个体经济的地位和作用,个体经济在我国的发展历程以及国家对个体经济方针政策的演变等内容。第二部分阐述了个体经济的经营行为,分析了我国个体经济监管方面存在的问题以及面临的新形势。第三部分通过对国外有关个体经济管理的政策理论分析,得出了一些启示。这些启示有助于研究如何完善我国的个体经济监管的具体政策。第四部分是本文的核心所在,在前面借鉴国外经验的基础上,阐述了完善我国个体经济监管的路径。笔者认为应从改革监管方式、加大监管力度、加强个体经济从业者的职业道德建设以及构建个体经济市场监管的新体制等方面来完善对个体经济的市场监管。针对其中某些具体问题,笔者也进行了深入的探讨。

The individual economy has not only promoted the growth of our economy and the increase of fiscal revenue, but also activated the market, alleviated the pressure of employment, made the society more stable, and has become a promotion of social health and speed. An important force for harmonious development. However, despite the rapid development of the individual economy, it has become an important force to promote the economic development of our country. However, in the aspect of the supervision of the individual economy, due to the misunderstanding of the concept formed for a long time by the relevant government supervision departments, The lag of supervision methods and means, as well as the problems existing in the quality of employees, to a certain extent, restrict and influence the expansion of individual economy and the improvement of quality. There is an urgent need to perfect some supervision systems and ideas that limit the development of individual economy, to make great efforts to optimize the service environment, and to make it better promote the healthy development of individual economy. According to the requirement of objective economic law, it is necessary to correctly understand and treat individual economy in order to formulate reasonable supervision policy and promote the rational and orderly development of individual economy. This paper is divided into four parts. The first part describes the status and role of individual economy. The development course of individual economy in our country and the evolution of national policy on individual economy etc. The second part expounds the management behavior of individual economy. This paper analyzes the problems existing in the supervision of individual economy in China and the new situation it faces. The third part analyzes the policy theory of individual economy management in foreign countries. Some enlightenments are obtained. These revelations are helpful to study how to perfect the specific policies of individual economic supervision in China. Part 4th is the core of this paper. This paper expounds the path of perfecting the supervision of individual economy in our country. In order to perfect the market supervision of the individual economy, we should strengthen the professional ethics construction of the individual economic practitioners and construct a new system of the supervision of the individual economy market. In view of some specific problems, the author also makes a thorough discussion.
