广西海洋产业结构调整的经济效益研究

【摘要】：海洋产业在2011年被广西列为重点培育的十大战略新兴产业之一,其在广西国民经济中的战略地位逐步提高,海洋产业在广西受到的重视程度越来越高。早在1992年广西提出了“蓝色计划”,2009年把海洋产业列为“14+4”产业体系中四大新兴产业之一,在最近几年广西海洋产业得到了迅速的发展,海洋产业结构很大程度上得到优化。由于产业结构是促进经济发展的主要因素之一,因此促进海洋产业结构的优化和升级是提高广西海洋经济的关键。目前国内外学者乃至于社会各界对产业结构的讨论和研究给与了很大的关注,对相关概念和实际问题进行了多方面的研究。但是对海洋产业研究大多数局限于定性分析上,特别是具体针对海洋产业结构的经济效应的研究较少。本文通过对广西海洋产业结构的合理化程度以及经济效益运用定量分析,研究了广西海洋产业结构以及其对海洋产业的影响等问题。首先本文阐述了国内外关于海洋产业的研究现状,以及产业结构的相关理论,指出了现阶段研究的成果和不足。通过查阅相关数据具体阐述了广西海洋产业的发展现状,在此基础之上通过引入Hamming指标和动态结构分析法对广西海洋产业结构的合理性进行了分析,指出目前广西海洋产业结构仍然处在较低的发展阶段,但是经过一系列的结构调整和升级,已经出现不断优化的趋势,然而广西海洋产业结构还存在着问题,其合理化程度不高,广西海洋产业构成中第一产业所占比重偏高,产业结构急需优化,并且在最近几年产业结构的优化速度明显减弱。其次,通过运用偏离-份额分析法将广西海洋产业结构的经济效应分别从份额分量,结构偏离分量,区域竞争力分量三个方面进行具体分析。研究表明广西的海洋产业发展依然在低层次发展,主要以第一产业,第二产业发展为主。一些海洋第三产业及新兴产业并没有得到良好的发育。从广西产业内部结构分析来看,广西近两年第二三产业有了很大比例的增加,产业结构得到了优化,但是由于传统海洋产业尚处在低级阶段所占比重过大,其技术装备过于陈旧,更新改造存在困难,高新技术利用率偏低,广西海洋产业十分缺乏竞争力。结合上述的分析结论,并综合考虑广西目前发展的实际情况,为实现广西海洋产业结构的优化升级,推动广西海洋经济发展提出了如下几条政策建议：(1)培育海洋产业集群,扶持龙头企业。(2)重视人才培养,增加海洋产业科技含量。(3)注重海洋资源开发保护,发展循环经济。
[Abstract]:In 2011, the marine industry was listed as one of the top ten strategic emerging industries in Guangxi, and its strategic position in Guangxi's national economy was gradually improved. The marine industry has received more and more attention in Guangxi. As early as 1992, Guangxi put forward the "blue plan". In 2009, the marine industry was listed as one of the four emerging industries in the "144" industrial system. In recent years, the marine industry of Guangxi has been developed rapidly, and the marine industrial structure has been optimized to a great extent. Since the industrial structure is one of the main factors to promote economic development, Therefore, to promote the optimization and upgrading of the marine industrial structure is the key to improve the marine economy of Guangxi. At present, scholars at home and abroad and even all walks of life have paid great attention to the discussion and research on the industrial structure. The related concepts and practical problems have been studied in many aspects. However, most of the research on marine industry is limited to qualitative analysis. Especially, there are few researches on the economic effects of marine industrial structure. This paper makes a quantitative analysis of the rationalization of Guangxi's marine industrial structure and the application of economic benefits. The structure of Guangxi marine industry and its influence on marine industry are studied. First of all, this paper describes the research status quo of marine industry at home and abroad, as well as the relevant theories of industrial structure, points out the achievements and shortcomings of the current research. Through consulting relevant data, the paper expounds the development status of marine industry in Guangxi. On this basis, the rationality of Guangxi's marine industrial structure is analyzed by introducing Hamming index and dynamic structure analysis, and it is pointed out that Guangxi's marine industrial structure is still in a low stage of development. However, after a series of structural adjustment and upgrading, there has been a trend of continuous optimization. However, there are still some problems in Guangxi's marine industrial structure, the rationalization of which is not high, and the proportion of primary industry in Guangxi's marine industry is on the high side. The industrial structure is in urgent need of optimization, and the speed of industrial structure optimization is obviously weakened in recent years. Secondly, the economic effect of Guangxi marine industrial structure is divided from the share component and the structural deviation component by using the method of deviation-share analysis. The research shows that Guangxi's marine industry is still developing at a low level, mainly in the primary industry. Some marine tertiary and emerging industries have not been well developed. From the analysis of Guangxi's industrial internal structure, Guangxi's 23th industries have increased by a large proportion in the past two years, and the industrial structure has been optimized. However, because the traditional marine industry is still in the low stage, the proportion of the traditional marine industry is too large, its technical equipment is too old, the renewal and transformation is difficult, the utilization rate of high and new technology is on the low side, and Guangxi marine industry lacks the competition ability very much. Combined with the above conclusions, and considering the actual situation of Guangxi's current development, in order to realize the optimization and upgrading of Guangxi's marine industrial structure and promote the development of Guangxi's marine economy, this paper puts forward the following policy recommendations: 1) Fostering marine industrial clusters. Support leading enterprises. 2) attach importance to the cultivation of talents, increase the scientific and technological content of marine industry. 3) pay attention to the exploitation and protection of marine resources and the development of circular economy.
