上海和辽宁产业结构与就业结构协调关系比较分析

【摘要】：就业是民生之本,而就业结构的变化和产业结构的演进一直贯穿于经济发展的过程中,二者是相互联系、相互影响的。一方面,产业结构的调整引起产业的收益不同,从而带动就业结构随之发生变动；另一方面,产业劳动力的数量、质量分布及流动方式不同,又影响产业结构的变动。产业结构与就业结构的关系协调与否是衡量一个国家或地区国民经济是否健康发展的标志。近些年,随着我国经济的快速发展以及国家政策上的协调,我国及各地区的产业结构与就业结构都逐渐向合理化的方向发展,但就业结构的变化仍然滞后于产业结构的变化,就业问题成为困扰中国和谐发展的重要问题。另外,地区间的产业结构与就业结构以及两者之间的互动关系也存在很大的差异,本文就上海和辽宁两地区的产业结构与就业结构及其间的互动关系进行比较研究,进而提出政策建议,以期促进两地区产业结构与就业结构协调发展,从而能更好的解决就业问题,具有非常重要的现实意义。本文首先对国外学者关于产业结构与就业结构的相关研究以及国内学者的研究现状进行了梳理,从而能够清晰的把握二者的关系脉络,使得本文的研究有的放矢。其次,对东北财经大学张抗私教授领衔的教育部重大课题《经济增长中的产业结构与就业结构研究》进行了初步介绍,并对长三角地区和东北地区的企业调查数据结果进行了描述。并采用logistic回归模型对长三角地区和东北地区产业转型企业对人力资本的要求进行实证分析,得出学历因素仍然是两地转型企业间最关注的因素。接着采用统计年鉴数据分别对上海市和辽宁省的产业结构与就业结构从演进状况、相关性、线性关系、结构偏离度几个层面进行了横向和纵向的比较,发现了其中的差异,分析了差异的原因。最后,基于以上分析给出了研究结论,并根据两地区具体情况提出了政策建议。论文的第一章介绍了本文的选题背景、研究意义、研究方法及框架；第二章就国内外学者在产业结构与就业结构的相关研究成果进行了梳理和回顾；第三章对研究课题进行了简单介绍并对相关数据进行了描述；第四章采用调研数据运用logistic回归模型分析长三角地区和东北地区产业转型企业对人力资本的要求；第五章分别对上海市和辽宁省的产业结构与就业结构从演进状况、相关性、线性关系、结构偏离度几个层面进行了横向和纵向的比较；第六章给出了结论和相关政策建议。本文的主要结论有：第一,从问卷收集的数据角度来看长三角和东北地区产业结构的转型升级对用人需求的要求影响不是很大,发生产业转型的企业仍然最关注学历因素；第二,上海产业结构与就业结构发展较协调,相较而言,辽宁产业结构与就业结构的合理性要远落后于上海市,表现为第二产业产业贡献占绝对地位与就业贡献较低不协调,第三产业就业贡献高与产业发展滞后不协调。
[Abstract]:In recent years , with the rapid development of the economy and the coordination between the industrial structure and the employment structure , the industrial structure and the employment structure of our country and regions are still lagging behind the change of the industrial structure . This paper first introduces the relevant research on industrial structure and employment structure of foreign scholars and the research situation of domestic scholars , and makes a preliminary introduction to the study of industrial structure and employment structure in the Yangtze River Delta region and Northeast China . The first chapter introduces the background , significance , research methods and framework of this paper . The second chapter describes the relevant research results of industrial structure and employment structure of scholars both at home and abroad ; chapter 3 analyses the requirements of industrial transformation enterprises in the Yangtze River Delta and Northeast China by using logistic regression model ; Chapter 5 compares the industrial structure and employment structure of Shanghai and Liaoning Province from the evolution status , correlation , linear relationship and structural deviation degree . The main conclusions of this paper are as follows : First , from the data angle collected from the questionnaire , the transformation and upgrading of industrial structure in the Yangtze River Delta and Northeast China is not very important , and the enterprises with the transformation of industry still pay attention to the educational background ; secondly , the rationality of the industrial structure and employment structure of Liaoning is far behind in Shanghai , which shows that the contribution of Liaoning ' s industrial structure and employment structure is far behind in Shanghai .
