【摘要】：正跨大西洋贸易与投资伙伴关系协定(TTIP)背后的逻辑非常清晰:国际秩序正在进化,TTIP是西方国家重新掌握全球贸易系统的手段。对于欧盟的贸易谈判者而言,签订该协定的理由非常实际:协定必须带来可观的贸易收入。但是华盛顿方面拒绝为欧洲的利益,包括金融的合作监管与获得能源等方面,做出让步。布鲁塞尔方面认为与美国的合作将与原来的设想背道而驰。近期的欧洲国会选举改变了管理欧盟的规则,对贸易谈判的公众监督将更加严格,这意味着仅仅是基于共同地缘基础的TTIP希望渺茫。
