甘肃省居民能力性收入差距研究

【摘要】：改革开放以来,伴随我国经济的高速发展,收入差距持续扩大,并引发了一系列社会经济问题。对于收入差距的相关理论研究长期以来都是社会各界关注的焦点之一。本文提出了研究收入差距的一个新概念——能力性收入差距,分析了能力性收入差距的内涵及本质。在全面梳理和广泛借鉴国内外相关理论和研究成果的基础上,本文初步构建了衡量能力性收入差距的理论模型和指标体系,并以甘肃省为例,对能力性收入差距进行了实证分析。通过与一般性收入差距的比较,探讨了导致我国城乡差距、区域差距扩大的基本原因,并据此提出了缩小收入差距的对策建议。本文的分析表明：一般性收入差距高估了收入差距的实际水平；非能力性收入差距是导致这种高估的基本原因；城乡居民收入差距扩大的原因存在显著的能力性因素。从能力性角度观察,要缩小收入差距,必须增加人力资本投入,适度减少贫困救济与转移支出,加速改善居民收入结构。
[Abstract]:Since the reform and opening up, with the rapid development of China's economy, the income gap continues to expand, and has caused a series of social and economic problems. In this paper, we put forward a new concept to study the income gap, namely, the ability income gap, and analyzed the connotation and essence of the ability income gap. On the basis of comprehensively combing and drawing lessons from the relevant theories and research results at home and abroad, This paper constructs a theoretical model and an index system to measure the ability income gap, and takes Gansu Province as an example to make an empirical analysis of the ability income gap. Through the comparison with the general income gap, this paper discusses the causes of the urban-rural gap in China. The basic reasons for the widening of regional disparity are put forward, and the countermeasures and suggestions for narrowing the income gap are put forward. The analysis of this paper shows that the general income gap overestimates the actual level of the income gap, and the incapacity income gap is the basic cause of this overestimation. From the perspective of ability, to narrow the income gap, it is necessary to increase human capital input, reduce poverty relief and transfer expenditure, and accelerate the improvement of resident income structure.
