我国行政垄断行业高收入状况改革研究

【摘要】：近几年来，各行各业收入分配不均逐渐成为理论界关注的焦点，由于行政垄断行业的收入远远高于一般行业，所以这一问题在行政垄断行业显得尤为突出。行政垄断行业普遍存在着收入水平大大高于其他行业、行业内部分配不够规范公平等一系列问题，这不仅仅妨碍了我国构建和谐经济社会的步伐，我国的收入分配秩序也在一定程度上遭到破坏，与此同时也限制并且制约着垄断企业的经营效率稳步提升的步伐。所以，研究行政垄断行业的收入分配改革问题不仅仅是一个势在必行的趋势，还具有非常大的理论价值与现实意义。我国行政垄断行业的高收入问题具有复杂的历史、现实和体制原因，破解这一难题必须把之放到我国经济体制转轨的大环境中加以分析。以马克思主义经济学理论为基础，综合运用多种方法，，从经济、政治、法律等多视角探析解决对策，是本文的基本研究思路。本文由五个部分组成：第一章是引言部分，主要阐述本论文选题的背景和选题意义、行政垄断在国内外研究的现状以及研究趋势、研究思路与相关方法、本论文的重点、难点及创新点。第二章是行政垄断概述，主要包括我国行政垄断的含义及其形成的若干原因、行政垄断的所具备的特点、行政垄断的危害性以及垄断行业的划分。垄断是市场经济国家的一种正常经济现象，垄断的产生并存在对经济发展既有积极的一面，也存在许多消极因素。结合中国社会主义市场经济实际，进一步分析研究垄断的一般理论，才能为实现研究目的提供理论支撑。第三章是行政垄断行业高收入状况分析。从现有的国内外文献的经验证据看，大部分研究都发现了行业间存在显著的工资差距这一现象。深入分析我国行政垄断行业高收入现实状况并探讨其深刻的经济、社会、政治、体制原因，是破解行政垄断行业高收入问题的重要环节。第四章主要论述导致行政垄断行业收入分配现状的原因。行政垄断行业职工（或员工）的高收入及高福利问题的主要原因有以下几点：一是行政垄断企业通过垄断手段获取的巨额垄断利润为职工收入提供保障；二是垄断行业收入分配过分向个人倾斜；三是垄断企业成功转嫁成本压力实现职工高工资高福利；四是由于我国关于垄断的立法不完善，缺乏监督力量，导致垄断性行业侵占国家所有的利润滥用为单位福利。第五章是阐述如何寻求有效的途径和方法来规范和调节行政垄断行业收入过高的问题：一是通过打破垄断行业的垄断壁垒，进而促使行业进行公平竞争；二是转变政府的职能，以达到加强对垄断行业的监管的目的；三是深化行政垄断行业收入分配制度改革；四是将垄断行业改革纳入法制化轨道。
[Abstract]:In recent years, the uneven distribution of income in various industries has gradually become the focus of attention of the theoretical circle, because the income of the administrative monopoly industry is far higher than that of the general industry. Therefore, this problem is particularly prominent in the administrative monopoly industry. There are a series of problems in the administrative monopoly industry, such as the income level is much higher than that in other industries, the distribution within the industry is not standardized and fair, and so on. This not only hinders the pace of building a harmonious economic society in our country, but also destroys the order of income distribution in our country to a certain extent, at the same time, it also restricts and restricts the pace of steady improvement of the operating efficiency of monopoly enterprises. It is not only an imperative trend to study the reform of income distribution in administrative monopoly industry, but also of great theoretical value and practical significance. The problem of high income in administrative monopoly industry of our country has complicated history, reality and system reason. To solve this problem, we must put it into the environment of economic system transition in our country and analyze it, which is based on Marxist economic theory. Comprehensive use of various methods, from the economic, political, legal and other perspectives to explore and solve the countermeasures, is the basic research ideas of this paper. This paper consists of five parts:. The first chapter is the introduction part, which mainly describes the background and significance of the topic, the status quo and research trend of administrative monopoly at home and abroad, the research ideas and related methods, the emphasis, difficulties and innovation of this paper. The second chapter is an overview of administrative monopoly, mainly including the meaning of our country's administrative monopoly and some reasons for its formation, the characteristics of administrative monopoly. The harm of administrative monopoly and the division of monopoly industry. Monopoly is a normal economic phenomenon in market economy countries. The emergence and existence of monopoly has a positive effect on economic development. There are also many negative factors. Combining with the reality of China's socialist market economy, the general theory of monopoly can be further analyzed and studied in order to provide theoretical support for the realization of the purpose of the research. The third chapter is the analysis of the high income situation in the administrative monopoly industry. Most of the studies have found that there is a significant wage gap between industries. Deeply analyze the reality of high income in China's administrative monopoly industry and explore its profound economic, social, political and institutional reasons. It is an important link to solve the problem of high income in administrative monopoly industry. Chapter 4th mainly discusses the reasons leading to the present situation of income distribution in administrative monopoly industry. The main reasons for the problem of high income and high welfare of employees (or employees) in administrative monopoly industry are as follows: first, administrative monopoly enterprises pass through. The huge monopoly profit obtained by monopoly means provides guarantee for employee's income; The second is that the distribution of income in monopoly industries is excessively biased towards individuals; the third is that monopoly enterprises successfully transfer cost pressure to achieve high wages and high welfare for employees; and fourth, due to the imperfect legislation on monopoly in our country and the lack of supervisory power, Leading to monopoly industries encroach on state-owned profit abuse for unit welfare. Chapter 5th expounds how to find effective ways and methods to regulate and regulate the excessive income of the administrative monopoly industry: first, by breaking the monopoly barriers of the monopoly industry, and then promoting fair competition in the industry; The second is to change the functions of the government in order to strengthen the supervision of the monopoly industry, the third is to deepen the reform of the income distribution system of the administrative monopoly industry, and the fourth is to bring the reform of the monopoly industry into the legal track.
