【摘要】：在经济全球化和区域经济一体化的背景下,各个国家或者各个地区之间的经济交流活动越来越频繁。企业作为经济活动中的基本元素,始终以追求利润最大化为目的,而不同地区在资源要素禀赋上的不同,使传统布局下的企业无法将成本控制到最小。然而随着信息技术的普遍应用,使得企业总部和生产制造基地空间上的分离变为可能,企业不同的职能部门依据各地不同的资源禀赋进行分布,从而可以充分利用所在地优势资源,达到降低成本,取得最大化利润的目的,总部经济由此而产生。作为一种新的经济形态,总部经济不仅可以给企业带来丰厚的利润,同时还能对所在地的经济带来很大的好处,所在地的经济总量、税收收入、产业结构以及就业情况都会因此而得到好转。更重要的是,总部经济可以协调带动周边区域经济的发展,完善周边地区的产业结构,加强区域内的经济互动性。正是因为如此,国内外许多经济区的中心城市,例如北京、上海、纽约等,都大力发展总部经济。总部经济对于郑州市来说还是一个新鲜的事物。目前郑州市的总部经济发展还处于刚刚起步阶段,但是国内外相关城市的发展经验使郑州认识到,总部经济是推动经济发展,促进城市转型的一个良策。另外,中原经济区的设立确定了郑州市的核心地位,郑州不仅要做好自身的经济建设,还要承担引领周边经济共同发展的责任。因此,郑州市应当抓住这次机遇,完善发展总部经济的条件,吸引更多企业总部的入驻,达到促进中原经济区发展的目标。本文首先对总部经济的定义进行了界定,然后对其进行了相关的经济学解释,分析了总部经济的特点以及能够带来的效应。通过对中部六省省会城市发展总部经济能力的对比,进一步分析了郑州发展总部经济的现状、优势以及存在的问题。文章认为,郑州市总部经济的发展处于起步阶段,虽然有区位交通、政策、专业服务、人力资源成本、市场、产业基础以及文化等方面的优势,但同时也面临着经济实力不足、企业水平不高、政府服务落后、高端人才欠缺、产业结构不合理、企业总部缺乏规划、城市开放度低等问题。在对国内外发达城市发展总部经济的研究之上,得出其总部经济发展的经验。最后,根据发达城市的发展经验,结合郑州自身存在的问题,有针对性的提出一些建议对策,认为郑州市应当从推动经济建设、加强区域联动、改善政府服务、明确总部定位、发展现代服务业、引进高端人才、优化空间布局、提高城市知名度等方面入手,为吸引企业总部入驻创造良好的条件。
[Abstract]:In the context of economic globalization and regional economic integration, economic exchanges between countries or regions are becoming more and more frequent. As a basic element of economic activities, enterprises always aim to maximize profits. However, with the widespread application of information technology, it is possible to separate the headquarters of the enterprise from the manufacturing base space because of the differences in resource factor endowments in different regions, which make it impossible for the enterprises under the traditional layout to control the cost to the minimum. Different functional departments of enterprises are distributed according to different resource endowments, so that they can make full use of the local advantage resources, achieve the purpose of reducing costs and maximizing profits, and thus the headquarters economy is produced. As a new economic form, the headquarters economy can not only bring substantial profits to the enterprises, but also bring great benefits to the local economy. The industrial structure and employment situation will improve as a result. More importantly, the headquarters economy can coordinate and drive the development of the surrounding regional economy, perfect the industrial structure of the surrounding areas, and strengthen the economic interactivity within the region. Precisely because of this, Many central cities of economic zones at home and abroad, such as Beijing, Shanghai, New York, are vigorously developing headquarters economy. The headquarters economy is still a new thing for Zhengzhou. At present, the development of the headquarters economy in Zhengzhou is still in its infancy, but the development experience of the relevant cities at home and abroad has made Zhengzhou realize that the headquarters economy is promoting economic development. In addition, the establishment of the Central Plains Economic Zone has determined the core position of Zhengzhou. Zhengzhou should not only do its own economic construction well, but also assume the responsibility of leading the common development of the surrounding economies. Zhengzhou should seize this opportunity, perfect the conditions for the development of headquarters economy, attract more enterprises headquarters to enter, and reach the goal of promoting the development of Central Plains Economic Zone. In this paper, the definition of headquarters economy is defined, and then the relevant economic explanations are given. This paper analyzes the characteristics of headquarters economy and the effects it can bring. By comparing the economic capacity of the provincial capitals of six central provinces to develop headquarters economy, this paper further analyzes the present situation, advantages and existing problems of the development of headquarters economy in Zhengzhou. The development of Zhengzhou headquarters economy is in its infancy. Although it has the advantages of location, transportation, policy, professional service, human resource cost, market, industrial foundation and culture, it also faces the shortage of economic strength. The enterprise level is not high, the government service is backward, the high-end talented person is lacking, the industrial structure is unreasonable, the enterprise headquarters lacks the plan, the city is open low, etc. Based on the research on the development of headquarters economy in the developed cities at home and abroad, Finally, according to the development experience of developed cities and the problems existing in Zhengzhou itself, some suggestions and countermeasures are put forward. It is believed that Zhengzhou should promote economic construction and strengthen regional linkage. Improving government service, defining the position of headquarters, developing modern service industry, introducing high-end talents, optimizing space layout, raising city popularity, and so on, will create favorable conditions for attracting the headquarters of enterprises to enter the city.
