我国县域经济发展中财政支持的制约因素及对策研究

【摘要】：县域经济多重目标的协调发展是一个集社会、人口、经济、资源、环境等诸多要素相互联系、相互作用的统一而复杂的综合系统,财政政策则是中央和地方政府影响县域经济发展方式和方向的主要手段,它多方面作用于县域经济的发展机制而发生效应。新的历史时期我国县域经济发展中财政实施所受制约主要体现在县域经济发展主体和财政政策体系两个层面,因此须通过完善财政管理与投资机制、提高财政转移支付效率与效益、推进农村税费改革等方式充分、有效地发挥财政在县域经济可持续健康发展中的促进作用。
[Abstract]:County Economic Coordinated Development of multiple objectives is a set of social, economic, population, resources, environment and other factors interrelated, integrated system interaction and complex, fiscal policy is the main means of the central and local governments of the county economic development mode and direction, it makes for the development mechanism of the county the economy and effect. The new historical period of development of county economy in China in the implementation of fiscal restriction mainly embodied in two aspects the subject of economic development and fiscal policy system, therefore it must be through the improvement of financial management and investment mechanism, improve the fiscal transfer payment efficiency and effectiveness, promote the reform of rural taxes and fully, effectively play the role of Finance in promoting sustainable and healthy development of county economy.
