基于文本分析的我国产业共性技术创新政策研究

【摘要】:在上世纪八十年代“国家科技攻关计划”中即存在了支持共性技术发展的相关政策,共性技术对于优化产业结构,实现我国产业的转型升级起着非常重要的作用,是我国工业经济高效、高质量发展的战略性支撑技术。作为竞争前技术且兼具公共外部性和风险性等特征的产业共性技术发展离不开政府等公共部门的大力支持,而共性技术存在的诸如研究经费支持缺乏、研发主体缺位等诸多问题又多反应了相关政策指引和支持力度的不完善。本文将以我国产业共性技术创新政策为研究主体,在对共性技术及创新政策进行理论梳理基础上,按照政策行为主体到政策领域划分再到政策工具支持的顺序展开研究。针对三块主要研究内容,本文将分别采用社会网络分析方法来研究政策行为主体之间关系,使用共词分析方法对政策领域进行划分及结构分析,,而针对政策工具支持情况,主要是在文本分析基础上进行政策的量化分析,此外,社会网络分析方法及共词分析方法所研究的政策样本也是在文本分析基础上进行。 对我国产业共性技术创新政策的行为主体、政策领域划分及政策工具支持进行多方位、系统性的深入研究,一方面可对我国产业共性技术创新政策的现实情况有较深入的把握,另一方面,针对政策支持中存在的问题也可为后续政策制定和实施提供相关参考。通过本文研究,主要得出我国产业共性技术创新政策制定和实施主体正由单一部门为主过渡到多部门联合发文为主,且联合发文的网络规模逐渐增大;其次,我国产业共性技术创新政策可分为九个领域类别,且政策支撑体系正在形成;最后通过量化研究发现我国产业共性技术创新政策工具使用形式较为单一,并未形成政策工具的综合配套使用,且针对三次产业间的共性技术支持政策不协调,其中尤以第一产业政策支持力度较弱。
[Abstract]:In -20s, there are some policies to support the development of common technology, which plays an important role in optimizing the industrial structure and realizing the transformation and upgrading of China's industry. It is a strategic supporting technology for the high efficiency and high quality development of China's industrial economy. As a pre-competitive technology with the characteristics of both public externalities and risks, the development of industrial commonality technology can not be separated from the support of the government and other public departments. However, there are many problems in common technology, such as lack of research funding and lack of R & D main body, which reflect the imperfection of relevant policy guidance and support. This paper will take the Industrial generic Technology Innovation Policy of our country as the main research body. On the basis of theoretical analysis of common technology and innovation policy, the research is carried out according to the sequence from the policy actors to the policy field to the support of the policy tools. In this paper, social network analysis method is used to study the relationship between policy actors, coterm analysis method is used to divide and structure the policy field, and the support of policy tools is analyzed. The policy quantitative analysis is mainly based on text analysis, in addition, the policy samples studied by social network analysis method and coterm analysis method are also carried out on the basis of text analysis. The main body, the division of policy fields and the support of policy tools of industrial generic technological innovation policy in China are studied in detail, systematically and systematically. On the one hand, we can have a deeper understanding of the current situation of industrial generic technological innovation policy in China, on the other hand, we can also provide relevant reference for the subsequent policy formulation and implementation in view of the problems existing in policy support. It is mainly concluded that the policy making and implementation of industrial generic technological innovation in our country is transitioning from a single sector to a multi-sector joint paper, and the network scale of joint posting is gradually increasing; secondly, China's industrial generic technology innovation policy can be divided into nine categories, and the policy support system is forming. The comprehensive use of policy tools has not been formed, and the general technical support policies among the three industries are not coordinated, especially in the primary industry.
