辽宁省海洋产业发展与经济增长关系研究

【摘要】：产业结构的变化是关系到区域经济增长的重要因素。在现代经济中，产业结构和经济发展有着密切联系，产业结构状况和经济结构状况共同反映某一区域的经济发展方向和发展质量，对经济发展的速度起着至关重要的作用。海洋产业是人类在海洋资源利用和开发的过程中应运而生的新生产业，海洋产业是与陆地产业相对应的。海洋产业结构是指各个海洋产业部门之间的构成比例以及它们之间相互依存、相互制约的关系。本文将内陆产业结构变化与经济增长的关系研究运用于海洋产业结构的变化与经济增长的关系研究之中，以辽宁省作为研究对象，运用实证分析等分析方法，揭示了辽宁省海洋产业结构变动与辽宁省经济增长的关系。得出的结论是：辽宁省海洋第二产业对全省海洋经济总产值的大动作用最大，海洋第一产业的拉动作用次之，海洋第三产业的拉动作用相对比较小，辽宁省海洋产业结构有待进一步优化。对辽宁省海洋产业的发展提出如下政策建议：要把握海洋产业总体发展，综合发展海洋第一、第二、第三产业；努力提高海洋第一产业素质，，促进海洋渔业可持续发展；依靠高新技术，合理发展海洋第二产业；加快发展海洋第三产业，以海洋旅游业为支撑；实施科技兴海，走可持续发展之路；增强海洋意识，树立大海洋观观念。
[Abstract]:The change of industrial structure is an important factor related to regional economic growth. In modern economy, industrial structure and economic development are closely related. Together, the industrial structure and the economic structure reflect the direction and quality of economic development in a given region, The marine industry is a new industry that has emerged in the process of utilization and development of marine resources. The structure of marine industry refers to the proportion of each marine industry sector and the relationship between them which depend on each other and restrict each other. In this paper, the relationship between the change of inland industrial structure and economic growth is applied to the study of the relationship between the change of marine industrial structure and economic growth. This paper reveals the relationship between the change of Liaoning's marine industrial structure and the economic growth of Liaoning Province, and draws the conclusion that Liaoning's marine secondary industry has the largest action on the total value of marine economy of the province, followed by the pulling effect of the marine primary industry. The pulling effect of marine tertiary industry is relatively small, and the marine industrial structure of Liaoning Province needs to be further optimized. The following suggestions are put forward for the development of marine industry in Liaoning province: to grasp the overall development of marine industry, to comprehensively develop the marine first, second and tertiary industries, to improve the quality of marine primary industry and to promote the sustainable development of marine fisheries; Relying on high and new technology, developing marine secondary industry reasonably; speeding up the development of marine tertiary industry, supported by marine tourism; implementing science and technology to invigorate the sea and take the road of sustainable development; strengthening marine consciousness and establishing the concept of large ocean view.
