【摘要】：鄂尔多斯市作为一个新兴的煤炭资源型城市,其资源的开发利用极大地加速了该地区经济的增长,然而国内外许多资源型城市都在其发展的黄金期过后逐步走向衰落,出现了诸如就业率下降、环境破坏、经济发展衰退等问题,因此,对鄂尔多斯这一资源型城市产业转型是十分必要的。资源开发的特点决定了资源型城市产业转型的必要性,而接续产业的培育和发展是产业转型的核心内容。资源型城市在资源大规模开发的同时,如果不能建立接续产业,随着资源的枯竭,城市将走向衰退甚至消亡,在国内外均不乏这样的事例,反之如果能成功培育接续产业,实现产业转型,城市就能继续保持繁荣和发展。鄂尔多斯市是一个典型的煤炭资源型城市,煤炭储量丰富,约占全国总储量的1/6,占内蒙古的一半以上,如此富足的煤炭资源使得鄂尔多斯市经济迅猛发展起来。随着国家西部大开发战略的实施,加之中国经济的快速发展,使得能源型资源消耗与日俱增,鄂尔多斯市的煤炭资源得到了开采和利用,大大小小的煤矿如雨后春笋般发展起来。但是继续按照以前的发展模式,必然会出现资源型城市发展的共同弊病,随着资源的开采殆尽,城市将走向衰亡。因此,产业转型迫在眉睫。本文就鄂尔多斯市的产业现状、发展中存在的问题、产生的原因、转型的必要性和模式选择等做了具体的分析。运用灰色关联度分析法选择该地区主导产业,并为该市产业转型提出可行性的规划与建议,确保经济、社会、生态的可持续发展。经过分析,鄂尔多斯市今后应以化学原料及化学制品业、电力产业为主导产业,逐渐减小煤炭产业的发展比重。同时,在其他产业领域,因优先发展信息产业、物流业、计算机服务与软件开发产业等。
[Abstract]:As a new coal resource city, the exploitation and utilization of Ordos resources has greatly accelerated the economic growth of the region. However, many resource-based cities at home and abroad have gradually declined after the golden period of their development. Problems such as employment rate decline, environment damage, economic development decline and so on appear, therefore, it is very necessary for Ordos, a resource-based city, to transform its industry. The characteristics of resource development determine the necessity of industrial transformation in resource-based cities, and the cultivation and development of successive industries are the core contents of industrial transformation. With the depletion of resources, cities will decline or even die out. There are many such cases at home and abroad. On the other hand, if we can successfully cultivate successive industries and realize industrial transformation, cities can continue to maintain prosperity and development. Ordos is a typical coal resource-based city with abundant coal reserves, accounting for about a sixth of the country's total reserves, accounting for more than half of the total reserves in Inner Mongolia. Such abundant coal resources make the economy of Ordos develop rapidly. With the implementation of the national strategy of developing the western region and the rapid development of the Chinese economy, the consumption of energy resources is increasing day by day. The coal resources in Ordos City have been exploited and utilized, and large and small coal mines have sprung up. However, if we continue to follow the previous development model, we will inevitably see the common maladies in the development of resource-based cities. With the depletion of resources, the city will decline. Therefore, the industrial transformation is imminent. This paper makes a concrete analysis on the present situation of the industry in Ordos, the problems existing in the development, the causes of the development, the necessity of the transformation and the choice of the mode, etc. The grey correlation degree analysis is used to select the leading industries in this area. The feasible planning and suggestions for the industrial transformation of the city are put forward to ensure the sustainable development of economy, society and ecology. After analysis, the city of Ordos should take chemical raw materials and chemical products industry, electric power industry as the leading industry in the future, and gradually reduce the proportion of coal industry development. At the same time, in other industries, due to giving priority to the development of information industry and logistics industry, Computer service and software development industry.
