区域经济发展软环境评估研究

【摘要】：地方基层政府肩负着推进经济社会又好又快发展的重要任务。运用绩效评估理论实施区域经济发展软环境评估，越来越受到当前基层地方政府的高度关注，并付诸于积极的探索和实践。但是市辖中心城区如何有效实施软环境评估，以及如何充分运用评估结果进行软环境的持续改善，一直成为难点问题之一。本文在对政府绩效评估、区域经济发展软环境评估的相关理论进行探讨的基础上，以天津市南开区的具体评估实践为例，通过定性分析和定量分析，指出了南开区区域经济发展软环境存在的优势和短板。研究表明:南开区政府多年积极致力于加强区域经济发展软环境建设，在优化政务环境、维护社会治安、改善与企业的关系、完善支企服务政策、规范市场秩序方面得到了企业的充分认可。但是，南开区区域经济发展软环境建设与南开区新一轮创业发展的要求、与投资者和企业经营者的期盼、与其他发达地区相比还存在一些明显的问题，主要表现在：1.政府办事效率、部门协调性仍不是很高；2.政策创新、推广的力度需进一步加强；3.个别执法部门、人员行政行为不够规范；4.交通保障、管理须进一步加强；5.区位科技、人才优势未能得到充分发挥；6.扶植培养企业发展的服务功能不够完善。最后，针对存在的问题，提出了改善天津市南开区区域经济发展软环境应采取的对策和措施，主要有:1.要提高政府管理服务水平，打造透明高效的政务环境；2.要加强依法行政和执法监督，打造依法运作的法治环境；3.要加大政策完善和执行力度，打造稳定、公平、公开的政策环境；4.要强化产业定位和科技创新，打造优质、创新型的产业环境；5.要加大工作力度和保障措施，打造安全、严明的治安环境；6.要扩大内外开放，，规范市场行为，打造开放有序的市场环境；7.要提高社会整体素质，打造文明优越的社会人文环境。从而为天津市南开区进一步优化和改善其区域经济发展软环境指明了前进的道路和方向。
[Abstract]:The local grass-roots government is shouldering the important task of promoting the good and fast development of the economy and society. Using the theory of performance evaluation to carry out the evaluation of the soft environment of regional economic development, local governments are paying more and more attention to it. But how to effectively implement the soft environment assessment and how to make full use of the evaluation results for the continuous improvement of the soft environment has become one of the difficult problems. On the basis of discussing the relevant theories of government performance evaluation and soft environment assessment of regional economic development, this paper takes the concrete assessment practice of Nankai District of Tianjin as an example, through qualitative analysis and quantitative analysis. The advantages and disadvantages of soft environment for regional economic development in Nankai district are pointed out. The research shows that the Nankai District Government has been actively working for many years to strengthen the soft environment construction of regional economic development, to optimize the administrative environment, to maintain public order, to improve the relationship with enterprises, and to improve the policy of supporting enterprises. However, the construction of soft environment for regional economic development in Nankai District and the requirements for a new round of entrepreneurial development in Nankai District, as well as the expectations of investors and business operators, Compared with other developed regions, there are still some obvious problems, mainly manifested in: 1.The efficiency of the government's work, the coordination of the departments is still not very high. 2. Policy innovation, promotion needs to be further strengthened. 3. Individual law enforcement departments. The administrative behavior of personnel is not standardized. 4. Traffic security, management must be further strengthened. 5. Location science and technology, talent advantage has not been fully brought into play. The service function of fostering and training enterprise development is not perfect. Finally, in view of the existing problems, the paper puts forward the countermeasures and measures to improve the soft environment of regional economic development in Nankai District of Tianjin, mainly as follows: 1.To improve the level of government management and service. To build a transparent and efficient government environment 2.We should strengthen the supervision of administration by law and law enforcement, and create an environment of rule of law that operates in accordance with the law. It is necessary to increase the intensity of policy improvement and enforcement, and to create stability and fairness. The open policy environment should strengthen industrial positioning and scientific and technological innovation, create a high-quality and innovative industrial environment. It is necessary to increase the intensity of work and safeguard measures, create a safe and strict public security environment, and expand the opening of the interior and the exterior to regulate market behavior. To build an open and orderly market environment, we should improve the overall quality of the society and create a civilized and superior social and humanistic environment, thus pointing out the way and direction to further optimize and improve the soft environment of regional economic development in Nankai District of Tianjin.
