安徽省自主创新效率评价

【摘要】：处于经济转型时期的中国,如何实现经济快速、持续、健康的发展是一项艰巨的任务。作为经济增长的内在动力,自主创新已引起中国政府的高度重视,自主创新在促进经济增长中表现出来的重要作用,直接促进政府增加对自主创新支持与投入力度。自主创新是建立创新型国家的必要条件而非充分条件,不仅要注重创新资源总量的投入,更要注重创新资源的配置效率问题。本文在借鉴相关研究的基础之上,对区域自主创新相关理论、模型、评价方法进行比较分析。就自主创新活动的阶段性特征,提出评价区域自主创新效率的方法和评价体系。以我国安徽省为例,利用2000-2010年安徽省区域自主创新的相关数据,运用DEA方法,对安徽省自主创新过程中的各阶段：知识创新阶段、技术开发阶段、设计制造阶段以及市场实现阶段的效率进行评价和分析。研究结果表示：安徽省自主创新过程中知识创新活动处于规模收益递增阶段或不变状态和技术效率较佳状态,继续增加知识创新阶段的资源投入依然是合理的；技术开发阶段已出现规模收益递减趋势技术效率也出现递减现象,此时应该合理规划创新资源的分配,提高创新资源使用效率；设计制造阶段规模效率和技术效率都经历的严重的无效率状况之后略有回升,所以应该注重效率的保持,而市场实现阶段除了2008年出现了大幅度的下跌之外,其他年份均呈现缓慢上涨趋势。最后,本文认为创造良好环境以吸引优秀创新人员的到来,发挥创新人才对知识创新活动的推动力；提高技术贸易服务的管理、规范技术交易活动、提高技术转让效率很重要。同时提出调整科技创新资源的投入结构,提高新产品开发费用的投入比例,鼓励企业加大对新产品开发费用的投入,提高设计制造阶段的效率等政策建议,以提高安徽省自主创新效率。
[Abstract]:In the period of economic transition, how to achieve rapid, sustained and healthy economic development in China is a difficult task. As the internal motive force of economic growth, independent innovation has aroused the great attention of the Chinese government. Independent innovation plays an important role in promoting economic growth and directly promotes the government to increase its support and investment in independent innovation. Independent innovation is a necessary condition, not a sufficient condition, for the establishment of an innovative country. We should not only pay attention to the input of the total amount of innovative resources, but also to the efficiency of the allocation of innovative resources. Based on the relevant research, this paper makes a comparative analysis of the relevant theories, models and evaluation methods of regional independent innovation. This paper puts forward the method and evaluation system of evaluating the efficiency of regional independent innovation. Taking Anhui Province of China as an example, using the relevant data of regional independent innovation in Anhui Province from 2000 to 2010, using the method of DEA. For each stage in the process of independent innovation in Anhui Province: the stage of knowledge innovation, the stage of technological development, The research results show that the knowledge innovation activities in Anhui Province are in the stage of increasing the scale of profits or in the constant state and the better state of technical efficiency in the process of independent innovation in Anhui Province, the efficiency of which is evaluated and analyzed in the stage of design and manufacture and in the stage of market realization. It is still reasonable to continue to increase the resource input in the stage of knowledge innovation, and in the stage of technological development, the trend of decreasing returns of scale and the decreasing phenomenon of technical efficiency have also appeared. At this time, the allocation of innovative resources should be rationally planned. Improve the efficiency of the use of innovative resources; the design and manufacturing phase of the scale efficiency and technical efficiency both experienced serious inefficiency after a slight recovery, so we should pay attention to the maintenance of efficiency, With the exception of a sharp fall in 2008, the market has seen a slow upward trend in other years. Finally, this paper thinks that to create a good environment to attract excellent innovation personnel, to play the driving force of innovation talents to knowledge innovation activities, to improve the management of technology trade services, to regulate technology trading activities, It is very important to improve the efficiency of technology transfer. At the same time, it is proposed to adjust the input structure of science, technology and innovation resources, to increase the proportion of new product development costs, and to encourage enterprises to increase their investment in new product development costs. In order to improve the efficiency of independent innovation in Anhui province, we should improve the efficiency of design and manufacture.
