【摘要】：包容性增长是一种全新的增长理念,所有地区和所有人群能够共享经济的发展成果是包容性增长的根本目的。“包容性增长”的发展理念是在经济社会发展中不断形成和明确的,努力为所有地区和所有人群创造更多的发展机会,而且保证这些机会能够使所有人群公平的享用,特别是社会的弱势群体。机会平等与公平正义是包容性增长的核心,经济增长成果惠及更多地区更多人群是包容性增长的实质追求。包容性增长是科学发展观的具体化,是社会主义和谐社会的实现形式,是对我国经济发展模式的精练和升华。衡量包容性增长发展指标可以用就业状况、教育、医疗、公共服务水平等等。包容性增长是人们对传统增长理念进行反思和批评的基础上逐步形成和发展的,它意味着由单纯追求经济增长的数量转向追求经济增长的质量。从上个世纪中期以来,伴随着我国经济的高速发展,我们对经济增长状况进一步的深化,认识到经济增长不应只关注经济增长的数量,而应该由单纯的关注经济增长数量到更加强调经济增长的质量。在此基础上,还要考虑人民共享经济发展的成果,所以提出了包容性增长的新理念。我国区域差距继续加大、城乡差别越来越突出、各个阶层及各个群体间的收入差距越来越大,如何实现经济增长的公平分享是我们亟待解决的问题。传统的经济增长模式虽然降低了贫困的发生率,但也加速了群众之间收入分配的差距,在相当长的一段时间内一直处于较大的水平,这些问题的发生主要源于经济增长失衡,而政策因素和经济转型是造成经济失衡两个主要方面。加上,基本公共服务的供给不平衡也是也使不同地区、不同群体不能公平地分享发展的成果。本文运用包容性增长的全新增长理念,并把实现包容性增长作为统筹城乡发展的目标和方向,从统筹城乡发展的视角着手,分析包容性增长意义,阐述了包容性增长的深刻内涵,我国统筹城乡发展中包容性增长现状,统筹城乡发展中包容性增长面临的主要问题,提出了统筹城乡发展中实现包容性增长政策体系和建议。文章共分为五部分,第一部分主要介绍国内外研究的现状,选题的理由,意义,方法；第二部分主要是统筹城乡发展中包容性增长理论基础；第三部分统筹城乡发展中包容性增长的内在要求；第四部分主要对统筹城乡发展中包容性增长现状进行分析；第五部分统筹城乡发展中实现包容性增长制约性因素分析。第六部分统筹城乡发展中实现包容性增长提出相应的对策建议。
[Abstract]:Inclusive growth is a completely new concept of growth, and the fundamental purpose of inclusive growth is to enable all regions and all people to share the fruits of economic development. The development concept of "inclusive growth" is constantly evolving and clear in economic and social development, Striving to create greater development opportunities for all regions and all populations, and to ensure that these opportunities are equally accessible to all, in particular the vulnerable segments of society... that equality of opportunity and equity and justice are at the heart of inclusive growth, The substantial pursuit of inclusive growth is that economic growth benefits more people in more areas. Inclusive growth is the embodiment of the scientific concept of development and the realization of a harmonious socialist society. It is the refinement and sublimation of China's economic development model. The indicators of inclusive growth can be measured by employment, education, and medical care. Inclusive growth is gradually formed and developed on the basis of introspection and criticism of the traditional concept of growth. Since the middle of 0th century, with the rapid development of our economy, our economic growth has been further deepened. Recognizing that economic growth should not focus solely on the quantity of economic growth, but should move from focusing solely on the quantity of economic growth to placing greater emphasis on the quality of economic growth, on the basis of which consideration should also be given to the sharing of the fruits of economic development among the people, So we put forward a new concept of inclusive growth. The regional gap in our country continues to widen, the urban-rural gap is becoming more and more prominent, and the income gap between all strata and groups is growing. How to realize the fair sharing of economic growth is an urgent problem to be solved. Although the traditional economic growth model has reduced the incidence of poverty, it has also accelerated the income distribution gap among the masses. For a considerable period of time, these problems have been at a relatively high level. These problems arise mainly from imbalances in economic growth, and policy factors and economic transformation are the two main causes of economic imbalances. The imbalance in the supply of basic public services also causes different regions and different groups to share the fruits of development equitably. This paper applies the new growth concept of inclusive growth and regards the realization of inclusive growth as the goal and direction of urban and rural development, and analyzes the significance of inclusive growth from the perspective of overall urban and rural development. This paper expounds the profound connotation of inclusive growth, the present situation of inclusive growth in the overall planning of urban and rural development, and the main problems facing inclusive growth in the overall planning of urban and rural development. The article is divided into five parts. The first part mainly introduces the current situation of domestic and foreign research, the reason, significance and method of the topic; The second part is the theoretical basis of inclusive growth in urban and rural development; the third part is the inherent requirements of inclusive growth in urban and rural development; the 4th part mainly analyzes the current situation of inclusive growth in urban and rural development. Part 5th analyzes the restrictive factors of realizing inclusive growth in urban and rural development, and part 6th puts forward corresponding countermeasures and suggestions for realizing inclusive growth in urban and rural development.
