环渤海地区产业分工与合作研究

【摘要】：在经济全球化和区域经济一体化的大背景下，各经济区寻求区域间的分工与合作，通过优势互补或者强强联合实现整体的最大利益，已经成为不可逆转的大趋势。环渤海地区地理位置非常优越，具有良好的资源禀赋和雄厚的经济基础；另外拥有广阔的内陆腹地，是整个北方地区对外联系的必经之地。作为我国经济发展中重要的增长极，环渤海地区相对广阔和分散，，区域产业的分工与合作在广度和深度上都相对滞后。如何有效配置各地区的要素资源，优化地区产业结构，协调地区间产业和经济发展，对环渤海地区以及整个北方地区都具有非常重要的现实意义。本文从环渤海地区的自然地理和社会经济的角度，分析了产业发展的基础条件和现状布局，通过产业结构相似系数对环渤海地区进行区域间的产业结构相似性分析和十年间的趋势分析，并通过区位商分析地方专业化水平和优势产业。结果显示产业同构化局面明显存在，某些产业存在重复建设；不同省市间产业结构有趋同也有趋异，不能一概而论；尚未形成经济意义上的有机整体，缺少强有力的经济中心，区域内产业同构化局面依然存在，各行政区划之间尚未形成从大局整体层面上的审视和规划，未形成良好的协作关系，区域间分工与合作还存在深度和广度上的不足，亟待完善和加强。通过借鉴区域产业分工与合作的成熟案例，结合环渤海各地区的基础和优势，总结出适合环渤海地区发展的产业分工与合作模式。环渤海地区存在明显的地域梯度差异，适合地域梯级分工模式，可以充分发挥各个梯级的资源优势，利用合理的梯度差进行产业转移。另外，依托区域特色资源，发展鲜明特色的产业体系，特色专业主导的区域分工将会改变原来的分工格局，形成独特的产业价值链，带动经济快速增长。产业合作模式分为三个层面，分别是是双核合作模式—圈层辐射合作模式—轴带合作模式，北京—天津、济南—青岛、沈阳—大连三组功能较明确的双核城市作为经济中心，发挥辐射带动作用积极与周边地区进行产业合作，沿着交通线和海岸线将整个区域连接成一个有机的整体。这三面层面从小到大，由近及远，从点沿轴及面，推动了产品和劳动要素的高密度的流动交换。环渤海地区各区域应尽快加强沟通与合作，冲破长期条块体制的分割，建立资源、人才、资金等生产要素顺畅流动的大区域。完善总体规划和协调机制，兼顾好各个地区的利益，避免过度竞争。通过技术共享和人才流动加强人才和技术的合作。完善交通网络等基础设施，实现整体区域的基础设施对接与共享。限制高耗能高污染产业对生态环境的压力，共同保护区域环境。
[Abstract]:Against the background of economic globalization and regional economic integration, the economic zones seek the division of labor and cooperation among regions, and realize the best interests of the whole through complementary advantages or joint efforts of strong and strong. It has become an irreversible trend. The Bohai Rim region has a very superior geographical location, a good resource endowment and a strong economic base; in addition, it has a vast inland hinterland. As an important growth pole in China's economic development, the Bohai Rim region is relatively broad and dispersed. The division of labor and cooperation in regional industries are lagging behind in scope and depth. How to effectively allocate the essential resources of various regions, optimize the industrial structure of the regions, and coordinate the industrial and economic development among regions, It has a very important practical significance for the Bohai Rim region and the whole northern region. This paper analyzes the basic conditions and present situation of industrial development from the point of view of natural geography and social economy around the Bohai Sea. Based on the similarity coefficient of industrial structure, the paper analyzes the similarity of industrial structure among different regions and the trend in the past ten years. The result shows that the situation of industry isomorphism is obvious, some industries have repeated construction, the industrial structure of different provinces and cities are convergent and different, so they can not be generalized. It has not yet formed an organic whole in the sense of economy, lacks a strong economic center, the situation of industrial isomorphism in the region still exists, and the overall situation of the overall situation has not been examined and planned from the overall level among the administrative divisions. In the absence of a good cooperative relationship, there are still shortcomings in the depth and breadth of regional division of labor and cooperation, which need to be improved and strengthened urgently. By referring to the mature cases of regional industrial division and cooperation, combined with the basis and advantages of various regions around the Bohai Sea, this paper summarizes the industrial division of labor and cooperation mode suitable for the development of the Bohai Rim region. There are obvious regional gradient differences in the area around the Bohai Sea. Suitable for the regional cascade division of labor model, can give full play to the advantages of each step of the resources, use the reasonable gradient difference for industrial transfer. In addition, relying on the regional characteristics of resources, the development of distinct characteristics of the industrial system, The regional division of labor led by special majors will change the original pattern of division of labor, form a unique industrial value chain and drive rapid economic growth. The industrial cooperation model is divided into three levels. They are the binuclear cooperation mode, the circle radiation cooperation model and the axial band cooperation mode. Three groups of dual-core cities with clear functions such as Beijing-Tianjin, Jinan-Qingdao, and Shenyang-Dalian are regarded as economic centers. Play a role in promoting radiation and actively engage in industrial cooperation with the surrounding areas, connecting the entire region along the traffic lines and coastlines into an organic whole. These three levels are from small to large, from near to far, from point to point along the axis and plane. Promoted the high density flow exchange of product and labor factor. The regions around the Bohai Sea should strengthen communication and cooperation as soon as possible, break through the division of the long-term strip system, establish a large area where resources, talents, funds and other factors of production flow smoothly, and improve the overall planning and coordination mechanism. To take into account the interests of all regions, to avoid excessive competition, to strengthen cooperation between talents and technologies through technology sharing and the flow of talents, and to improve infrastructure such as transportation networks, Realize the whole regional infrastructure docking and sharing, limit the high energy consumption and high pollution industry to the ecological environment pressure, and jointly protect the regional environment.
