基于DEA的资源型城市低碳经济发展的效率评价——以内蒙古地级资源型城市为例

【摘要】:在转变经济发展方式和产业结构优化升级大环境下,发展低碳经济是资源型城市成功转型的关键,也是资源型城市可持续发展的重要途径之一。但由于资源型城市的区域和经济发展阶段的差异,有必要对其低碳经济的有效性进行评价。在DEA模型的基础上,对内蒙古自治区乌海市、赤峰、鄂尔多斯等10个资源型城市进行相对综合评价及技术和规模有效性评价,结果表明:呼伦贝尔市、兴安盟、通辽市、锡林郭勒盟、鄂尔多斯市、阿拉善盟的低碳经济发展良好,包头市、乌海市、赤峰市、巴彦淖尔市的低碳经济发展落后,是内蒙古低碳经济发展的阻碍因素。据此提出内蒙古自治区各个资源型城市低碳经济发展的对策。
[Abstract]:Under the circumstances of changing the mode of economic development and optimizing and upgrading the industrial structure, the development of low-carbon economy is the key to the successful transformation of resource-based cities. It is also one of the important ways for the sustainable development of resource-based cities. However, due to the differences in regional and economic development stages of resource-based cities, it is necessary to evaluate the effectiveness of their low-carbon economy. The relative comprehensive evaluation and technical and scale effectiveness evaluation of 10 resource-based cities in Wuhai, Chifeng and Ordos of Inner Mongolia Autonomous region are carried out. The results show that: Hulunbeir City, XingUNITA, Tongliao City, Xilingol League, Ordos City, etc. The low-carbon economy of Alashan League has developed well, while that of Baotou City, Wuhai City, Chifeng City and Bayan Nur City has lagged behind. It is a hindrance factor for the development of low carbon economy in Inner Mongolia. Accordingly, the countermeasures for the development of low carbon economy in various resource-based cities in Inner Mongolia Autonomous region are put forward.
