【摘要】：本研究在理论总结绿色经济主要内容的基础上，构建绿色经济评价指标体系，并运用基于熵权法的评价模型实证分析江苏省绿色经济的变化情况，，凝练徐州市沛县发展绿色经济的经验和成果，最后就提升绿色经济发展水平提出对策建议。本文的主要内容包括：首先，梳理国内外关于绿色经济的研究成果，借鉴已有研究成果，结合当前绿色经济发展的实践，构建了绿色经济发展评价指标体系和基于熵权法的评价模型。其次，以2007-2011年江苏省绿色经济发展的年度数据为样本，通过熵权法对指标进行无量纲处理和权重赋值，并比较分析了江苏省近五年绿色经济发展的变化情况。实证结果表明：2007-2011年江苏省绿色经济发展水平显著提高，评价值分别为0.2678、0.3547、0.4757、0.5768、0.7148，但是总体上全省绿色经济发展依旧不够成熟，区域产业物耗能耗水平过高、传统生产方式转型不彻底、具有龙头带动作用的绿色规模企业较少、绿色清洁技术开发与应用较为滞后等问题依旧明显；再次，利用案例分析方法，选取江苏省徐州市沛县加强和发展绿色经济的主要做法及成效，总结沛县发展绿色经济的经验，并指出沛县目前还存在绿色经济发展理念稍显滞后、投入尚且不足、体系建设有待丰富等问题；最后，从转变传统生产方式、完善废物回收体系、重视污染减排、加强政府引导等方面，提出具有可操作性的对策建议。
[Abstract]:On the basis of summarizing the main contents of green economy in theory, this study constructs the evaluation index system of green economy, and applies the evaluation model based on entropy weight method to empirically analyze the change of green economy in Jiangsu Province.The experience and achievements of developing green economy in Pei County of Xuzhou City are condensed. Finally, the countermeasures and suggestions are put forward to improve the development level of green economy.The main contents of this paper include:First of all, combing the domestic and foreign research achievements on green economy, referring to the existing research results, combining with the current practice of green economy development, the evaluation index system of green economy development and the evaluation model based on entropy weight method are constructed.Secondly, based on the annual data of the green economy development in Jiangsu Province from 2007 to 2011, the dimensionless treatment and weight assignment of the index are carried out by entropy weight method, and the changes of the green economy development in Jiangsu Province in the past five years are compared and analyzed.The empirical results show that the level of green economy development in Jiangsu Province increased significantly from 2007 to 2011, and the evaluation values were 0.2678 / 0.3547 / 0.4757 / 0.57680.7148 respectively. However, on the whole, the development of green economy in Jiangsu Province is still not mature enough, the energy consumption level of regional industry is too high, and the transformation of traditional mode of production is not complete.The green scale enterprises with leading role are few, and the development and application of green clean technology are still lagging behind. Thirdly, the case study method is used.This paper selects the main methods and effects of strengthening and developing green economy in Pei County, Xuzhou City, Jiangsu Province, summarizes the experience of developing green economy in Pei County, and points out that the concept of green economy development in Pei County is still lagging behind and the investment is still insufficient.Finally, from the aspects of changing the traditional mode of production, perfecting the waste recovery system, paying attention to the emission reduction of pollution, strengthening the guidance of the government, and so on, the paper puts forward some operable countermeasures and suggestions.
