【摘要】：当今世界是开放的世界,经济全球化是世界经济发展的必然趋势。中国离不开世界,同样世界也离不开中国。面对经济全球化,改革开放必须继续进行,开放力度必须继续加大,增强综合国力,迎接经济全球化带来的机遇与挑战。改革开放以来,尤其是“十二五”以来,我国坚持以开放促进改革和发展,坚定不移地扩大和深化开放,不断拓展开放的深度和广度,“走出去”步伐加快,基本形成了具有中国特色的开放型经济体系。东部沿海地区的对外开放水平走在全国前列,为经济发展注入了强大的活力。随着开放格局由沿海深入内地,宁夏也要加紧步伐,通过提高对外开放水平,实现经济的跨越式发展。宁夏位于中国的西北内陆地区。历史上,其地理位置正当中原农耕文化、北方草原游牧文化、西域中亚文化交融汇萃的中枢地带,是多民族生存、融合和活动的舞台,更是多元文化生成、繁荣和传播的驿站。进入新世纪新阶段,宁夏的枢纽地位依然影响着对外经济的发展,其发展开放经济的条件虽不如东部沿海城市优越,但其独特的地理位置和悠久的伊斯兰文化为宁夏发展开放经济提供了一个良好的平台。进入2010年以来,中共中央、国务院多次召开西部大开发会议,总结前十年西部大开发的经验,研究部署下一个十年的西部大开发。其中,政策部署的重点之一就是扩大西部地区的对内对外开放。推动宁夏的对内对外开放,是宁夏深入实施西部大开发战略的重要组成部分。《国务院关于进一步促进宁夏经济社会发展的若干意见》明确要求：“把宁夏打造成内陆开放型经济区”。因此,从宁夏的实际出发,研究宁夏经济开放的发展历程以及开放型经济发展战略,具有一定的理论价值和实践意义。本文通过对宁夏经济开放历程的回顾,总结了影响宁夏经济开放的因素,主要从自然和人文两方面进行了分析。在此基础上阐述了宁夏选择开放型经济发展战略的必然性,并结合中国三种开放经济发展模式,得出宁夏选择内陆开放型经济发展模式的现实条件和意义。最后,通过对宁夏发展内陆开放型经济的基本框架和战略步骤进行分析,根据现实情况提出几点政策建议。
[Abstract]:Today's world is an open world, economic globalization is the inevitable trend of world economic development.China cannot leave the world, and the world cannot do without China.In the face of economic globalization, the reform and opening up must continue, the opening force must continue to increase, the comprehensive national strength must be enhanced, and the opportunities and challenges brought about by economic globalization should be met.Since the reform and opening up, especially since the 12th Five-Year Plan, China has persisted in promoting reform and development by opening up, unswervingly expanding and deepening the opening up, continuously expanding the depth and breadth of opening up, and accelerating the pace of "going out".It has basically formed an open economic system with Chinese characteristics.The opening-up level of the eastern coastal areas is at the forefront of the country, injecting strong vitality into economic development.With the opening up from the coastal areas to the interior, Ningxia should step up its pace to achieve leap-forward economic development by raising the level of opening up to the outside world.Ningxia lies in the northwest inland area of China.In history, its geographical position is the central zone of the Central Plains farming culture, the northern grassland nomadic culture and the western region's Central Asian culture, which is the stage for the multi-ethnic survival, integration and activities, and is also the post station for the production, prosperity and dissemination of multiculturalism.Entering a new stage in the new century, Ningxia's pivotal position still affects the development of its foreign economy. Although its conditions for developing an open economy are not superior to those of the eastern coastal cities,But its unique geographical location and long Islamic culture provide a good platform for Ningxia to develop open economy.Since 2010, the CPC Central Committee and the State Council have held a number of conferences on the development of the western region.Among them, one of the key points of policy deployment is to expand the western region's opening to the outside world.To promote the opening up of Ningxia to the outside world,Ningxia is an important part of the strategy of developing the western region in depth. "some opinions of the State Council on further promoting Ningxia's economic and social development" clearly require: "build Ningxia into an open inland economic zone."Therefore, it is of certain theoretical value and practical significance to study the development course of Ningxia's economic opening and the development strategy of open economy from the point of view of Ningxia's reality.By reviewing the course of economic opening in Ningxia, this paper summarizes the factors that affect the economic opening of Ningxia, mainly from the aspects of nature and humanity.On the basis of this, this paper expounds the inevitability of Ningxia choosing the development strategy of open economy, and combines with three kinds of open economic development models of China, obtains the realistic conditions and significance of Ningxia choosing the inland open economic development mode.Finally, through the analysis of the basic framework and strategic steps of developing inland open economy in Ningxia, some policy suggestions are put forward according to the actual situation.
