榆林市产业结构演进与城市化关系研究

【摘要】：城市化与资源环境、产业结构协调发展是地区社会经济发展的重要环节。资源环境的合理利用、可持续发展,产业结构的合理发展能够带动城市化水平的上升,同时发展的城市化水平也能够有效的促使资源环境的合理使用及优化配置,乃至使区域经济中的产业结构的调整甚至优化。文章以经济、地理等课程为相关参照理论,遵循理论研究与实证分析相结合的路径,运用多种现代学科研究方法,据实分别分析了榆林市产业结构演进、资源环境、城市化发展历程,总结出当前他们的发展特点,利用Arcgis软件对榆林市城市化时空发展格局进行分析,继而利用统计学分析他们之间的相关关系,得出他们之间的相互影响,发现存在的一些问题,针对性地提出了一些对策。研究得出以下主要结论：榆林市资源环境、产业结构与城市化有许多不协调的因素,他们的相互影响不是很明显,要不断的加强与改善。第一,资源消耗量大、浪费严重、环境破坏严重、治理不及时等问题突出,因此需要走可持续发展道路,合理利用资源、加强节约环保意识等。第二,第一产业发展缓慢,人口比重过大,应加强农村建设,大力发展农业经济,走农业现代化道路；第二产业发展形式粗放、内部结构不合理,重重轻轻,应继续坚定地采用工业化道路作为城市发展的先念之本,但是必须不断的改进其经济发展的方式方法,合理的配置其内部结构,让工业的合理化发展对城市的经济发展起到至关重要的排头兵作用；第三产业已成为榆林市城市化发展的绊脚石,相对于第二产业,它的影响力微乎其微,并且严重配套不足。建议增加产业规模、提升产业内部结构,以加强其作用发挥的力度。第三,榆林市城市化进程时空发展格局从时间角度来讲,增长速度呈现南六县高于北六县的态势；从空间角度来讲,自1949年以来至2010年,榆林地区城市化空间格局由“榆阳区一枝独秀”转变为“东优西弱”演进为“南北平衡”的格局。第四,榆林市城市竞争力不高,对于促进资源环境的综合利用保护、产业结构升级发挥的作用远远不够,需要从发展循环经济、大力加强基础设施建设、有效改革资源环境的合理配置、各种服务型行业的带动等方面下功夫,大力的、全面的、高效的推动榆林市经济、产业、城市、环境的合理健康发展。
[Abstract]:The coordinated development of urbanization, resources and environment and industrial structure is an important link of regional social and economic development. The rational utilization of resources and environment, sustainable development and the rational development of industrial structure can promote the rise of urbanization level, and at the same time, the level of urbanization can also effectively promote the rational use and optimal allocation of resources and environment. Even make the adjustment and even optimization of the industrial structure in the regional economy. Taking economics, geography and other courses as the relevant reference theories, following the path of combining theoretical research with empirical analysis, this paper analyzes the evolution of industrial structure and the resource environment of Yulin City by using a variety of modern disciplinary research methods. The course of urbanization development, summed up the current characteristics of their development, using Arcgis software to analyze the spatial and temporal patterns of urbanization in Yulin City, and then use statistics to analyze the correlation between them, and draw the mutual influence between them. Some problems are found, and some countermeasures are put forward. The main conclusions are as follows: there are many incongruous factors between resource environment, industrial structure and urbanization in Yulin City, and their mutual influence is not obvious, so we should constantly strengthen and improve it. First, the problems such as large consumption of resources, serious waste, serious environmental damage and untimely management are prominent. Therefore, it is necessary to take the road of sustainable development, make rational use of resources, strengthen the consciousness of saving environmental protection, and so on. Second, the development of the primary industry is slow and the proportion of the population is too large. We should strengthen rural construction, vigorously develop the agricultural economy, and take the road of agricultural modernization. The road to industrialization should continue to be firmly adopted as a precursor to urban development, but the ways and means of its economic development must be continuously improved and its internal structure properly configured, The third industry has become a stumbling block to the development of urbanization in Yulin. Compared with the secondary industry, it has little influence and serious lack of matching. It is suggested that the scale of industry be increased and the internal structure of industry should be promoted in order to strengthen the exertion of its function. Third, the temporal and spatial development pattern of the urbanization process in Yulin City, in terms of time, the growth rate of the southern six counties is higher than that of the northern six counties; from the spatial point of view, from 1949 to 2010, The spatial pattern of urbanization in Yulin area has changed from "outgrowth in Yuyang District" to "weak in East, good and weak in West" to a pattern of "balance between North and South". Fourthly, the competitiveness of Yulin city is not high, and the role of industrial structure upgrading in promoting the comprehensive utilization and protection of resources and environment is far from enough. It is necessary to strengthen the infrastructure construction from the development of circular economy. To effectively reform the rational allocation of resources and environment and the drive of all kinds of service industries, we should vigorously, comprehensively and efficiently promote the rational and healthy development of Yulin's economy, industry, city and environment.
