服务型政府引导下的中介招商模式研究

【摘要】：改革开放以来,政府主导型的招商引资模式无疑为经济的腾飞起到了决定性的作用,这可以从各地发展的成效中得到验证。在市场经济制度不完善的时期,政府作为招商引资的主体,利用鼓励性政策,调动社会资源和行政资源,弥补了市场的缺陷和经济行为个体的不成熟。这种模式为改革开放和经济复苏发展起到了巨大的贡献,这是由特定历史时期的条件决定的。然而随着新时期政府职能由控制型政府向服务型政府的转型,以及市场经济体制的不断完善,政府主导型招商引资模式已经逐渐显露出疲态,各种弊端和问题暴露在视野当中。因此,结合政府职能转型期的大背景去讨论政府招商引资模式,引起了学术界的广泛讨论。社会主义市场经济发展本身就是一个探索的过程,如何在服务型政府职能转移的过程中,利用好中介组织承担起招商引资的主体,是具有实际意义的。本文将在讨论服务型政府职能的转变以及相关概念界定的基础上,首先对我国招商引资模式进行整理和分析。通过两条主线进行分析：政府职能的转变以及招商引资模式的变化。针对服务型政府的职能定位,分析传统招商引资模式的弊端,分析中介招商引资模式在政府职能转型大环境下的可行性。最后分析唐山市南堡开发区的具体案例,对各阶段招商引资模式发展进行研究,评析南堡开发区新时期招商引资模式的保障性政策。最后根据南堡开发区政府的具体政策手段,在我国政府职能转变过程中以及中介机构不够成熟的时期,政府需要加强对中介机构的引导和监督职能,通过逐渐培养中介机构,最终形成政府引导型招商引资模式。
[Abstract]:Since the reform and opening up, the government-led mode of attracting investment has undoubtedly played a decisive role in the economic takeoff, which can be verified by the effect of local development. In the period of imperfect market economy system, the government, as the main body of attracting investment, used encouraging policies to mobilize social and administrative resources, which made up for the defects of the market and the immaturity of individual economic behavior. This model has made a great contribution to the reform and opening up and economic recovery, which is determined by the conditions of a specific historical period. However, with the transformation of government function from control-oriented government to service-oriented government in the new period, and the continuous improvement of market economic system, the government-led mode of attracting investment has gradually revealed fatigue, and various disadvantages and problems have been exposed in the field of vision. Therefore, combining the background of government function transformation to discuss the pattern of government investment attraction, it has aroused extensive discussion in academic circles. The development of socialist market economy itself is a process of exploration. It is of practical significance to make good use of intermediary organizations to undertake the main body of attracting investment in the process of transferring the functions of service-oriented government. On the basis of discussing the transformation of the function of service-oriented government and the definition of relevant concepts, this paper first collates and analyzes the pattern of attracting investment in our country. Through the analysis of two main lines: the transformation of government functions and the change of the mode of attracting investment. Aiming at the function orientation of the service-oriented government, this paper analyzes the disadvantages of the traditional mode of attracting investment, and analyzes the feasibility of the intermediary mode of attracting investment under the environment of the transformation of government functions. Finally, this paper analyzes the specific cases of Nanbao Development Zone in Tangshan City, studies the development of investment pattern in each stage, and evaluates the indemnificatory policy of investment attraction mode in the new period of Nanbao Development Zone. Finally, according to the specific policy means of the government of Nanbao Development Zone, in the process of transformation of government functions and the immature period of intermediary organizations, the government needs to strengthen the guidance and supervision functions of intermediary institutions, and gradually cultivate intermediary institutions. Finally, the government-led investment model was formed.
