上海城乡发展一体化的战略目标、瓶颈制约与对策建议

【摘要】：上海的城乡发展一体化,就是要在全球城市的战略愿景下,突出构建以功能区布局和都市圈建设为带动的一体化框架,形成具有上海特点的"工业反哺农业、城市支持农村"体制机制,实现更高层次的城乡共同繁荣。但是上海城乡发展一体化的任务十分艰巨,特别是面临着市权下放不够、部门各自为政、统筹推进乏力等瓶颈制约。为此,要全面推进郊区综合配套改革,全面激活郊区内生活力,全面改善郊区发展环境,全面增强郊区经济实力,把城乡发展一体化更多建立在强区强镇基础之上。
[Abstract]:The integration of urban and rural development in Shanghai is to give prominence to the construction of an integrated framework driven by the layout of functional areas and the construction of metropolitan areas under the strategic vision of global cities, so as to form a "industry feeding agriculture" with the characteristics of Shanghai. Urban support rural "system mechanism, achieve a higher level of urban and rural prosperity." However, the task of integration of urban and rural development in Shanghai is very arduous, especially facing the bottleneck constraints, such as insufficient decentralization of market power, separate departments, weak overall promotion and so on. Therefore, it is necessary to comprehensively promote the comprehensive reform of rural areas, fully activate the endogenous vitality of the suburbs, comprehensively improve the development environment of the suburbs, comprehensively enhance the economic strength of the suburbs, and build up the integration of urban and rural development on the basis of strong districts and strong towns.
