自主创新发展模式的选择与确立研究

【摘要】：在我国，自主创新发展模式有深刻的内涵，，是在不完全依赖外部的帮助下，依靠本国力量独立研发，进行的技术创新活动。自主创新发展模式有三种基本形式，即原始创新、集成创新和引进消化吸收再创新。自主创新发展模式的顺利进行往往离不开创新主体、创新资源、创新精神以及创新环境这四个构成要素。自主创新发展模式具有创造性、高收益性、高风险性和扩散性的特点，使我们拥有真正的核心技术，实现技术进步与成功转移，从劳动密集型过渡到知识密集型，满足我国不同阶段的发展需求。自主创新发展模式是经历了实践的选择过程，首先从“独立自主，自力更生”的发展模式过渡到以技术引进为主的发展模式，直到2006年我国正式提出以自主创新为战略基点的发展模式。中国正处在机遇与挑战并存的国际环境下，经济实力、科研成果等方面的不断积累已经成为了我国选择自主创新发展模式的重要依据。目前，我国已经具备了实现自主创新发展模式的条件：国家政治战略为自主创新发展模式发挥导向作用；经济实力为自主创新发展模式奠定研发基础；科技发展的局部优势为自主创新发展模式激发创新动力；法律政策为自主创新发展模式提供保障；人员投入为自主创新发展模式增添力量。经过六十多年来的不断发展，我国选择并确立了以自主创新为战略基点的发展模式。分析自主创新这种发展模式与科学、技术、社会的辩证关系，更加系统的阐述我国确立自主创新发展模式所带来的优势作用，并且从科学、技术、社会三方面提出不断完善我国自主创新发展模式的可行性对策，为继续实施国家创新战略起到一定的借鉴作用。
[Abstract]:In China, the development mode of independent innovation has a profound connotation, which is independent research and development activities under the help of not completely relying on the external, and relying on the strength of our country. There are three basic forms of independent innovation: original innovation, integration innovation and introduction, digestion, absorption and innovation. The development mode of independent innovation is often inseparable from the four elements of innovation subject, innovation resources, innovation spirit and innovation environment. The development model of independent innovation has the characteristics of creativity, high profitability, high risk and diffusivity, so that we have the real core technology to achieve technological progress and successful transfer from labor-intensive to knowledge-intensive. To meet the development needs of China at different stages. The development model of independent innovation has experienced the process of practical selection. Firstly, the development model of "independence and self-reliance" has been transferred to a development model based on the introduction of technology. Until 2006, China formally put forward the development model based on independent innovation. China is in the international environment where opportunities and challenges coexist. The accumulation of economic strength and scientific research achievements has become an important basis for China's choice of independent innovation development model. At present, our country already has the condition to realize the independent innovation development pattern: the national political strategy plays the guiding role for the independent innovation development pattern, the economic strength establishes the research and development foundation for the independent innovation development pattern; The local advantages of the development of science and technology are that the development mode of independent innovation stimulates the innovation motive force, the law policy provides the guarantee for the development mode of independent innovation, and the personnel input adds strength to the development model of independent innovation. After more than 60 years of continuous development, China has chosen and established a development model based on independent innovation. This paper analyzes the dialectical relationship between independent innovation and science, technology and society, and expounds more systematically the advantages brought by the establishment of independent innovation development model in China, and from the point of view of science and technology, The three aspects of society put forward the feasible countermeasures to improve the development mode of independent innovation in our country, which can serve as a reference for the continued implementation of the national innovation strategy.
