基于耗散结构理论的区域技术创新能力评价研究

【摘要】:区域创新能力是构建国家创新能力的重要支柱,区域技术创新已经成为推动经济增长的主要动力之一,而且随着社会不断发展,对区域经济的带动作用也日趋明显。区域技术创新能力进行评价,可以梳理和细分影响区域技术创新的相关因素,对结果分析可以起到引导区域技术创新能力提升的关键作用。一个区域创新系统的结构特征有多种,耗散结构无疑是非常重要的一个特征。一个区域的经济整体发展,产业结构,劳动力的质量和分布,,资源的丰富与贫乏,市场容量等诸多特征构成了一个典型的耗散结构系统。区域经济系统是需要不断从外界获取物质和能量来保证系统的有序性耗散结构,具有开放性、不可逆熵、远离平衡态、非线性变化和具有涨落的特征。 本文从区域创新系统的耗散性结构出发,尝试研究如何将区域的耗散性结构特征转化成元素指标融入到区域创新能力评价指标体系当中。由于设定的评价指标体系中各指标元素之间具有相互影响的关系,在寻找分析方法时运用由美国匹兹堡大学TL.Saaty教授于1996年提出的网络分析法ANP(The Analytic NetworkProcess)的方法。该方法一经提出,已经成功运用在很多问题的分析和决策上,这样就可以避免因为一些定性要素因无法定量而被排除在评价体系指标之外(主要是针对耗散维度层中的相关指标)。因此,本文从区域创新体统自身出发,基于耗散结构理论,在定性元素和定量元素的基础之上,理论分析和实证研究相结合,测算各维度层指标和元素层指标对其他因素的重要性权重排序。全国创新城市上榜城市青岛市作为样本,青岛市内七区作为方案层进行排序,从而对后续相关问题的分析和研究以及政策制定提供一些可以借鉴的分析思路和参考依据。
[Abstract]:Regional innovation ability is an important pillar of constructing national innovation ability. Regional technological innovation has become one of the main driving forces to promote economic growth, and with the development of society, the driving role of regional economy is becoming more and more obvious. The evaluation of regional technological innovation ability can sort out and subdivide the relevant factors that affect regional technological innovation and play a key role in guiding the improvement of regional technological innovation ability. There are many structural features of a regional innovation system, and dissipative structure is undoubtedly a very important feature. A typical dissipative structure system is formed by the overall economic development of a region, the industrial structure, the quality and distribution of labor force, the rich and poor resources, the market capacity, and so on. The regional economic system needs to obtain material and energy from outside constantly to ensure the orderly dissipative structure of the system, which has the characteristics of openness, irreversible entropy, far from equilibrium state, nonlinear change and fluctuation. Based on the dissipative structure of regional innovation system, this paper attempts to study how to transform the characteristics of regional dissipative structure into element indexes into the evaluation index system of regional innovation ability. Because of the mutual influence of each index element in the set evaluation index system, the method of ANP(The Analytic Network process, which was proposed by Professor TL.Saaty of University of Pittsburgh in 1996, is used to find the analytical method. Once proposed, the method has been successfully applied to the analysis and decision making of many problems. In this way, some qualitative factors can not be excluded from the evaluation system because they can not be quantified (mainly for the relevant indicators in the dissipative dimension layer). Therefore, based on the dissipative structure theory and the qualitative and quantitative elements, this paper combines the theoretical analysis with the empirical research from the regional innovation system itself. Calculate the importance weight of each dimension index and element layer index to other factors. Qingdao city as the sample and seven districts in Qingdao city as the plan layer are listed as the samples, so as to provide some analysis ideas and reference basis for the analysis and research of related issues and policy formulation.
