【摘要】：当今的世界，随着环境与生态问题的日益突出,人们越来越感受到生态环境恶化的严重威胁和严峻挑战，面对繁荣和发展的机遇和活力，如何保证区域生态经济系统平衡，实现生态建设和经济建设之间的良性发展、协调发展，是每个国家在城镇化建设中急需研究和解决的重大的战略问题。黄河三角洲地区位于山东半岛北部，包括东营、滨州等19个县（市、区），总面积2.65万平方公里，占山东省总面积的1/6,作为山东省“一体两翼”总体布局中的北翼，自然资源、土地资源丰富，开发潜力巨大，是山东半岛重要的经济增长极，必将为全省经济社会持续健康快速发展注入后劲。国务院分别于2009年、2011年正式批复了《黄河三角洲高效生态经济区发展规划》和《山东半岛蓝色经济区发展规划》，黄蓝两大战略都将黄河三角洲地区作为重要组成部分，黄河三角洲的开发建设正式列入国家海洋发展战略和区域经济发展战略。黄河三角洲作为的两大政策叠加区，如何在抓住发展机遇同时又能不断改善生态环境，实现人与自然的和谐发展，走出一条经济建设和生态建设协调发展、共同发展的新路子，将生态建设和经济建设的协调发展作为该地区的核心竞争力，对推进黄河三角洲开发建设，加快建成特色经济区域，增强地区综合竞争力和整体经济实力，将黄河三角洲地区打造成为经济繁荣、环境优美、生活富裕的高效生态典范区具有十分重要的意义。在黄河三角洲开发建设的进程中，仍然存在着许多亟待解决的各种问题和矛盾。本文结合黄河三角洲发展的实际和规律，对黄河三角洲的生态建设和经济建设协调发展路径进行研究，，研究的主要内容包括以下几个方面: 1、对黄河三角洲生态建设和经济建设协调发展进行了必然性分析。阐述了必须从高效生态入手，生态建设和经济建设协调发展是黄三角可持续发展的必由之路。 2、对黄河三角洲生态建设和经济建设协调发展进行了SWOT分析。主要分析了影响和制约黄三角自然生态环境与社会经济协调发展的优势和劣势，分析了黄三角可持续发展中面临的政策环境、自然环境的机遇和挑战。 3、明确黄河三角洲战略定位，提出生态建设和经济建设协调发展的思路与措施。指出黄河三角洲协调发展应转变经济增长方式，突出高效生态发展新模式，加快结构调整，推进高效生态产业发展，大力发展循环经济，走新型工业化道路，注重科技引领，加强技术支撑，完善法规政策，拓宽生态环境建设融资渠道，深入持久地开展环保宣传教育工作，抓好以城市空气、水环境质量等生态环境治理为主要内容的生态建设。本文通过理论研究与一般经验总结分析，进行了黄河三角洲生态建设与经济建设协调发展SWOT分析，明确黄三角发展的战略定位与取向，提出黄河三角洲生态建设与经济建设协调发展的思路与措施，以期对黄河三角洲开发建设提供具有一定价值的理论范式支撑和实践参考依据。
[Abstract]:In today's world, with the increasingly prominent environmental and ecological problems, people are increasingly feeling the serious threat and severe challenge of ecological environment deterioration. Facing the opportunities and vitality of prosperity and development, how to balance the regional ecological and economic system, realize the benign development between ecological construction and economic construction, and coordinate development, is every country. Major strategic problems need to be studied and resolved in the process of urbanization.
The Yellow River delta is located in the northern part of the Shandong Peninsula, including 19 counties (cities and districts) such as Dongying and Binzhou, with a total area of 26 thousand and 500 square kilometers, accounting for 1/6 of the total area of Shandong province. As the north wing of the overall layout of the "one body and two wings" of Shandong Province, natural resources, land resources are rich, and the development potential is huge. It is an important economic growth pole of the Shandong peninsula. It is bound to be an important economic growth pole. In 2009, the State Council formally approved the development plan of the the Yellow River delta high efficiency eco economic zone and the blue economic zone of Shandong Peninsula in 2011, and the two major strategies of yellow and blue as an important part of the the Yellow River Delta, and the development and construction of the the Yellow River Delta. It is set up to be formally included in the national marine development strategy and regional economic development strategy. As the two major policy superposition area of the the Yellow River Delta, how to seize the development opportunities and improve the ecological environment at the same time, realize the harmonious development of human and nature, go out of a new way of economic construction and ecological construction, the new way of common development, and the ecological development. As the core competitiveness of the region, the coordinated development of construction and economic construction will promote the development and construction of the the Yellow River Delta, speed up the construction of the characteristic economic region, enhance the regional comprehensive competitiveness and overall economic strength, and make the the Yellow River Delta region a very prosperous and efficient ecological model area with a rich environment and a rich environment. In the process of the development and construction of the the Yellow River Delta, there are still many problems and contradictions to be solved. This paper studies the coordinated development path of ecological construction and economic construction in the the Yellow River Delta. The main contents of this study include the following aspects: the reality and the law of the development of the the Yellow River Delta.
1, the necessity of the coordinated development of ecological construction and economic construction in the Yellow River delta is analyzed. It is stated that it is necessary to start with the efficient ecology. 2, the SWOT analysis of the coordinated development of ecological construction and economic construction in the Yellow River delta is carried out. The advantages and disadvantages of influencing and restricting the coordinated development of the natural ecological environment and social economy in the Yellow River Delta are mainly analyzed, and the policy environment and the opportunities and challenges of the natural environment are analyzed.
3, make clear the strategic orientation of the the Yellow River Delta and put forward the ideas and measures for the coordinated development of ecological construction and economic construction. It is pointed out that the coordinated development of the Yellow River delta should change the mode of economic growth, highlight the new mode of high efficiency ecological development, accelerate the structural adjustment, promote the development of high efficiency ecological industry, vigorously develop the circular economy and take a new road of industrialization. We should take the lead of science and technology, strengthen the technical support, perfect the regulations and policies, broaden the financing channels of the ecological environment construction, carry out the work of environmental protection publicity and education, and grasp the ecological environment of the urban air and the quality of the water environment as the main content of ecological construction.
Through theoretical research and general experience summary and analysis, this paper carries out the SWOT analysis of the coordinated development of ecological construction and economic construction in the Yellow River Delta, defines the strategic orientation and orientation of the development of the Yellow River Delta, and puts forward the ideas and measures for the coordinated development of ecological construction and economic construction in the Yellow River Delta, with a view to providing the development and construction of the Yellow River Delta.
