【摘要】：开发区作为中国经济改革和发展的探索和创新，在引进国外资金和先进技术、促进就业、推进经济国际合作等多方面发挥了示范和带动作用。上海开发区经过近30年的发展，对上海的经济发展、社会进步和文化繁荣做出了重大的贡献。但与此同时，一方面，随着国际金融危机引发的世界经济的深度不景气，国内经济面临结构调整和增长方式转变以求在世界经济一片黯淡前景中寻找阳光，以及开发区内部面临的产业、政策、资源和体制等一系列的发展瓶颈，上海开发区的可持续发展面临着严峻的挑战，正处于从快速发展阶段向转型升级阶段转化的关键时期，不进则退；另一方面，在“十二五”期间，，国家提出把上海建设成为国际“四大中心”的战略部署，商务部也针对东部发达地区的开发区建设提出了发展要求，国务院又批准了中国上海自由贸易区建设的正式运行。正是在这样深刻的背景之下，上海开发区建设理应身先士卒，肩负重任。为此，上海开发区摒弃传统发展模式，积极探索创新发展之路已成为迫在眉睫。本文在系统阐述上海开发区的发展历史和现状的基础上，分析其当前面临的挑战，在可持续发展理论、产业结构调整理论的支撑下，借鉴国内外成熟开发区的成功经验，提出未来上海开发区发展创新的思路和若干对策建议。
[Abstract]:As the exploration and innovation of China's economic reform and development, the development zone has played an exemplary and leading role in introducing foreign funds and advanced technology, promoting employment and promoting international economic cooperation. After nearly 30 years of development, Shanghai Development Zone has made great contributions to Shanghai's economic development, social progress and cultural prosperity. But at the same time, on the one hand, with the deep recession of the world economy triggered by the international financial crisis, the domestic economy is facing structural adjustment and a shift in its growth pattern in order to find the sun in the midst of a bleak outlook for the world economy. As well as a series of development bottlenecks such as industry, policy, resources and system within the development zone, the sustainable development of Shanghai development zone is facing severe challenges and is in the critical period of transition from rapid development stage to transition and upgrading stage. On the other hand, during the 12th Five-Year Plan period, the state put forward a strategic plan to build Shanghai into an international "four major centers," and the Ministry of Commerce also put forward development requirements for the construction of development zones in the eastern developed regions. The State Council also approved the official operation of China's Shanghai Free Trade area. It is under such a profound background that the construction of Shanghai Development Zone should lead the way and shoulder the heavy responsibility. Therefore, it is urgent for Shanghai Development Zone to abandon the traditional development model and actively explore the road of innovation and development. On the basis of systematically expounding the development history and present situation of Shanghai Development Zone, this paper analyzes the current challenges it faces. With the support of sustainable development theory and industrial structure adjustment theory, this paper draws lessons from the successful experience of mature development zones at home and abroad. This paper puts forward some ideas and suggestions for the development and innovation of Shanghai Development Zone in the future.
