区域产学研合作创新效率对产业升级的影响研究

【摘要】：产学研合作工作近年来在各地区取得了显著的成效,各地区区域产业结构也在国家相关政策的指引下得到明显的改善。不同的区域之间产学研合作创新的效率存在较大的差异性。那么,当今影响区域产学研合作创新的效率的主要因素有哪些?各地区区域产学研合作创新效率的差异性表现在哪些方面?区域产学研合作创新的效率与区域的产业结构、高新技术产业发展是否有联系,如果有,又有怎样的联系?上述问题越来越成为我国区域产学研合作创新实践和理论研究中需要引起关注的问题,而目前相关研究较为缺乏。基于上述问题,本文选取了除西藏外的全国30个省(市、区)作为研究对象,以我国2005年--2009年的经济发展数据为研究样本,用数据包络分析(Data Envelopment Analysis,以下简称DEA)的方法计算了不同省区产学研合作创新效率,并且对区域产学研合作创新效率与区域产业结构、高技术产业发展情况等区域产业升级的指标做了相关性分析。为了考察不同区域之间产学研协同创新效率与产业升级之间的相关性,我们又将30个区域按照GDP总量分成3个层次分别研究。最后,得出了本研究的结论：产学研合作创新有效推动了区域产业升级,并且这一关系在不同区域差异性表现十分显著。在此基础上,提出了尊重各地产学研合作与产业升级相关关系的客观规律,制定切实提高产学研合作创新效率以及推动产业升级差异化发展战略等针对性的政策建议。研究对产学研合作创新以及区域产业升级的理论与实践具有一定的借鉴意义。
[Abstract]:In recent years, the cooperation of industry, college and research has made remarkable achievements in various regions, and the regional industrial structure has also been improved obviously under the guidance of the relevant national policies. There are great differences in the efficiency of innovation between different regions. So, what are the main factors that affect the efficiency of regional industry-university-research cooperation innovation? What are the differences in the innovation efficiency of regional industry-university-research cooperation in different regions? Is there any connection between the efficiency of regional industry-university-research cooperation innovation and the regional industrial structure, the development of high-tech industries, and if so, what is the connection? These problems have become more and more important in the innovation practice and theoretical research of regional industry-university-research cooperation in China. Based on the above problems, this paper selects 30 provinces (municipalities and districts) except Tibet as the research object, and takes the economic development data of our country from 2005 to 2009 as the research sample. By using data envelopment analysis (DEAA) method, the paper calculates the innovation efficiency of the cooperation between industry, university and research in different provinces and regions, and discusses the innovation efficiency and the regional industrial structure of the cooperation of regional industry, education and research. High-tech industry development and other regional industrial upgrading indicators to do the correlation analysis. In order to investigate the correlation between the innovation efficiency and industrial upgrading among different regions, we divide 30 regions into three levels according to the total amount of GDP. Finally, the conclusion of this study is drawn: the innovation of industry-university-research cooperation has effectively promoted the regional industrial upgrading, and the relationship is very significant in different regions. On the basis of this, the paper puts forward some relevant policy suggestions, such as respecting the relationship between industry, university and research cooperation and industrial upgrading, and making relevant policy suggestions, such as improving innovation efficiency of industry, college and research cooperation and promoting differentiated development strategy of industrial upgrading. The research has certain reference significance to the theory and practice of industry, university and research cooperation innovation and regional industrial upgrading.
