基于低碳经济视角的我国产业结构优化研究

【摘要】：随着改革开放的深入，我国经济保持了较快的增长势头，在经济发展、社会进步等多方面取得了显著成效。但同样不能忽视的是，我国经济快速发展的代价也十分沉重，能源消费、碳排放都大幅度攀升，在环境和能源等方面面临十分严峻的挑战。与此同时，我国正处于经济转型的重要时期，产业结构调整也要考虑与低碳经济发展相协调，实现在产业结构优化的同时达到低碳发展、绿色发展和循环发展的目标。本文对这一问题的分析始于对低碳经济与产业结构相关理论的界定和解释，结合两种理论的内涵，表明低碳经济的发展与产业结构的优化具有双向影响的密切联系。产业结构与低碳经济的关联是本文研究的一个重点，，要实现低碳经济，就必须调整和改变产业结构；要达到产业结构优化，就必须考虑低碳发展、绿色发展和循环发展。产业结构有其自身的发展规律，但是目前我国的现实状况是，资源、环境和气候对产业结构进一步优化的制约日渐明显。本文重点强调的观点，是按照可持续发展的要求，在我国产业结构的升级转换中边发展、边治理，不能走发达国家先排放、后治理的路径，以实现产业结构升级与低碳发展的双重目标。本文的实证研究分为三个部分，首先对我国三次产业的结构以及碳排放进行量化的分析，说明了三次产业的碳排放量与GDP的关系；其次剖析了三大产业对碳排放机制的影响，结合低碳经济发展的趋势和要求指出高耗能产业在发展的同时要进行优化；再次，将影响碳排放的因素进行分解，解释了产业结构对我国碳排放的影响效应，从而明确今后节能减排和产业结构优化升级的方向和重点。文章结尾是对全文主要内容的总结和概括，在低碳经济理念的导向下，实现经济发展、能源消费以及环境保护的协调发展，探求低碳经济约束下产业结构优化的实现路径，提出了促进我国产业结构优化的一系列对策及建议，最终目的是使我国的产业结构优化与低碳发展、绿色发展和循环发展融为一体。
[Abstract]:With the deepening of reform and opening up, China's economy has maintained a rapid growth momentum, in economic development, social progress and other aspects of the remarkable results. However, it can not be ignored that the cost of rapid economic development in China is also very heavy, energy consumption, carbon emissions have increased significantly, and face a very serious challenge in the environment and energy. At the same time, our country is in the important period of economic transformation, the adjustment of industrial structure should be coordinated with the development of low-carbon economy to realize the goal of low carbon development, green development and circular development while optimizing the industrial structure. The analysis of this problem begins with the definition and explanation of the theories related to low-carbon economy and industrial structure. Combining the connotation of the two theories, it shows that the development of low-carbon economy has a close relationship with the optimization of industrial structure. The relationship between industrial structure and low-carbon economy is a key point of this paper. To realize low-carbon economy, we must adjust and change the industrial structure, and to achieve industrial structure optimization, we must consider low-carbon development, green development and circular development. The industrial structure has its own law of development, but the reality of our country at present is that the restriction of resources, environment and climate on the further optimization of industrial structure is becoming more and more obvious. According to the requirements of sustainable development, the viewpoint emphasized in this paper is to develop and govern in the process of upgrading and transforming the industrial structure of our country. We cannot take the path of emission first and then governance in developed countries. In order to achieve the dual goal of industrial structure upgrading and low carbon development. The empirical research in this paper is divided into three parts. Firstly, the structure and carbon emission of three industries in China are analyzed quantitatively, and the relationship between carbon emissions and GDP of the three industries is explained, and the influence of the three industries on the mechanism of carbon emission is analyzed. Combined with the development trend and requirements of low-carbon economy, it is pointed out that the high-energy consumption industry should be optimized while it is developing. Thirdly, the factors affecting carbon emissions are decomposed to explain the effect of industrial structure on carbon emissions in China. In order to clarify the future energy conservation and emission reduction and industrial structure optimization and upgrading direction and focus. At the end of the article is the summary and summary of the main contents of the paper. Under the guidance of the concept of low-carbon economy, the coordinated development of economic development, energy consumption and environmental protection is realized, and the way to realize the optimization of industrial structure under the constraints of low-carbon economy is explored. This paper puts forward a series of countermeasures and suggestions to promote the optimization of industrial structure in China. The ultimate aim is to integrate the optimization of industrial structure with the development of low carbon and the integration of green development and circular development.
