【摘要】：产业集聚是指在某一特定区域中，大量产业联系密切的企业以及相关支撑机构以某个主导产业为核心，依靠比较稳定的分工协作在空间上集聚，形成有竞争优势的群体。产业集聚是当代经济发展中的独特而广泛的现象，尤其是在发达国家，产业集聚现象十分明显，无论是高科技企业集聚，还是传统产业集聚都取得了巨大的成功。如美国的硅谷，底特律的汽车城等。在我国，改革开放的政策为产业集聚的孕育与成长提供了宽松的环境，迅速崛起一批专业化的产业集群。如北京中关村的电子产业，东莞的服装产业以及义乌的小商品产业等，这些产业的集聚效应不断提升所在地区的经济竞争力。产业集聚已成为一个国家或地区获得竞争优势的主要途径。重庆作为我国重要的老工业基地，其制造业尤其是机械、军工、仪器仪表以及汽车、摩托车产业在全国乃至世界上都有一定的知名度和影响力。从工业结构来看，2011年重庆市制造业增加值占全市工业增加值的比重超过80%，重庆市已进入工业化中后期，但是由于重庆市本身具有的大城市带大农村的特点，城市化水平依旧有待提高，这就需要继续推进工业化，而制造业集聚是推进工业化的有效手段之一。近年来，重庆市紧紧抓住东部地区产业转移的有利契机，依托原有的制造业优势，通过政府的扶持、企业的创新、市场的培育，积极打造制造业产业集群，制造业集聚规模逐年增大，集聚效应开始显现，制造业集聚已成为提升重庆经济竞争力的有效途径之一。本文以重庆制造业的集聚特征为出发点，首先从理论上详细论证产业集聚产生的创新、专业化、知识溢出、竞合等效应，，据此分析了产业集聚对区域经济竞争力正负效应，并提出了产业集聚影响区域经济竞争力的概念模型，然后分别通过搜集、整理重庆市制造业以及重庆市宏观经济2003年～2011年的相关数据，采用统计描述方法对重庆市制造业集聚及区域经济竞争力的现实状况进行精确刻画，并通过建立弹性模型，确定重庆市制造业集聚和区域经济竞争力评价指标体系，采用突变级数法围绕重庆市制造业集聚对区域经济竞争力的影响进行实证分析，最后得出相关结论并给出政策建议，以期提高重庆市制造业集聚水平和促进区域经济竞争力的进一步提升。
[Abstract]:Industrial agglomeration refers to a large number of enterprises with close industrial ties and related supporting institutions in a certain specific region, which rely on a relatively stable division of labor and cooperation to gather in space, forming a group with competitive advantages. Industrial agglomeration is a unique and extensive phenomenon in the contemporary economic development, especially in developed countries, the phenomenon of industrial agglomeration is very obvious. Both high-tech enterprises agglomeration and traditional industrial agglomeration have achieved great success. Such as Silicon Valley in the United States, Detroit Motor City and so on. In China, the policy of reform and opening up provides a loose environment for the development and development of industrial agglomeration, and a group of specialized industrial clusters are rising rapidly. Such as the electronics industry in Zhongguancun in Beijing, the clothing industry in Dongguan and the small commodity industry in Yiwu, the agglomeration effect of these industries is increasing the economic competitiveness of the region. Industrial agglomeration has become the main way for a country or region to gain competitive advantage. As an important old industrial base in China, Chongqing's manufacturing industry, especially machinery, military industry, instrumentation, automobile and motorcycle industry, has a certain popularity and influence in the whole country and even the world. In terms of industrial structure, in 2011, the proportion of manufacturing value added in Chongqing to the whole city's industrial added value exceeded 80%. Chongqing has entered the middle and late stage of industrialization, but because of its own characteristics of big cities with large rural areas, The level of urbanization still needs to be improved, which needs to continue to promote industrialization, and manufacturing agglomeration is one of the effective means to promote industrialization. In recent years, Chongqing has tightly grasped the favorable opportunities of industrial transfer in the eastern region, relying on the original manufacturing advantages, actively building manufacturing industry clusters through the support of the government, innovation of enterprises and cultivation of markets. Manufacturing agglomeration scale increases year by year, agglomeration effect begins to appear, manufacturing agglomeration has become one of the effective ways to enhance Chongqing's economic competitiveness. Based on the agglomeration characteristics of Chongqing manufacturing industry, this paper theoretically demonstrates the effects of industrial agglomeration, such as innovation, specialization, knowledge spillover, competition and so on, and then analyzes the positive and negative effects of industrial agglomeration on regional economic competitiveness. The paper also puts forward the conceptual model of industrial agglomeration which affects the competitiveness of regional economy, and then through collecting, collating the relevant data of Chongqing manufacturing industry and Chongqing macro-economy from 2003 to 2011, respectively. By using statistical description method, the paper accurately describes the reality of manufacturing agglomeration and regional economic competitiveness in Chongqing, and determines the evaluation index system of Chongqing manufacturing agglomeration and regional economic competitiveness by establishing elastic model. Based on the analysis of the impact of manufacturing agglomeration on the regional economic competitiveness in Chongqing, the paper makes an empirical analysis by using the sudden progression method, and finally draws the relevant conclusions and gives some policy recommendations. In order to improve the level of manufacturing agglomeration in Chongqing and promote regional economic competitiveness.
