中国东盟农业合作:现状、问题及对策

【摘要】:经济全球化和地区一体化是当今世界经济发展的两大趋势。参与国际经济合作是世界各国在经济全球化条件下加快经济发展的重要策略之一。1999年以来,中国对区域经济一体化的态度也开始积极起来,主要表现就是积极参与中国-东盟自由贸易区的建设。2010年1月1日,中国-东盟自由贸易区正式建成,这是中国对外达成的第一个贸易自由区。中国加入WTO以后,农业发展进入一个新时期,中国不断加快农业对外开放的程度,中国农业与世界农业的交流与合作日益广泛。从国际环境来看,在WTO多边贸易体制受挫下,中国还需通过开展各种形式的区域合作来提高中国农业整体竞争力。中国东盟自由贸易区的建立就是中国进行区域合作的成功探索,中国相信通过加强农业合作将会使双方都能获得利益,农业领域合作是中国-东盟自由贸易区建设的一块宝贵的试验田。 论文首先介绍了中国和东盟的农业资源状况,进而分析双方在农业存在互补性,为双方进行农业合作提供了自然基础。根据农业在东盟国民经济的地位和作用,本文采取层次分析法,将东盟10个成员国分成三个层次,分别加以介绍和分析。随着中国-东盟自由贸易区的建设,中国与东盟农业合作进展迅速,双方在粮食领域、渔业和养殖领域、农村能源领域、动物防控领域和经济作物领域等展开合作,取得了一系列丰硕的成果。 中国和东盟农业合作方式多样,主要有农产品贸易、人力资源开发与农业技术合作、农业投资合作、农业博览会等形式。双方农业合作在取得成绩的同时,也存在一些问题,表现在双方农业合作机制还不够健全,双方开展的农业项目可持续性不强,资金分散,合作方式互补性弱,缺乏统筹协调,在农产品贸易方面,双方农产品贸易规模还比较小,并且中国在双方农产品贸易中近几年一直处于逆差,这不利于双方合作的进一步深化,双方的农产品深加工能力不足,物流基础设施不完善也阻碍了双方的合作,农业“走出去”和农业投资方面也存在一些问题。这些问题的存在,使得中国和东盟农业合作受到一定制约。 本文针对这些问题,提出相关政策,,包括巩固和充分利用各种合作机制,推动双方农产品贸易快速发展,加大农业科技投入,加强农业技术合作,加强农业信息资源共享,坚持“走出去”和“引进来”的跨国农业合作战略等。本文通过对中国东盟农业合作进行全面系统的分析,总结合作的有利经验,分析合作的不利因素,有利于推动中国东盟农业合作迈向新的台阶,对提高双方的农业合作水平,扩大贸易规模,推动地区经济一体化都有重要的现实与理论指导意义。
[Abstract]:Economic globalization and regional integration are the two major trends of world economic development. Participation in international economic cooperation is one of the important strategies for countries in the world to speed up economic development under the conditions of economic globalization. Since 1999, China's attitude towards regional economic integration has also begun to rise positively. The main manifestation is to take an active part in the construction of China-ASEAN Free Trade area (CAFTA). On January 1, 2010, China-ASEAN Free Trade area (CAFTA) was formally established, which is the first free trade zone reached by China. After China's entry into WTO, the development of agriculture has entered a new period. China has been speeding up the degree of agricultural opening to the outside world, and the exchanges and cooperation between Chinese agriculture and world agriculture are increasingly extensive. Judging from the international environment, under the setback of the WTO multilateral trading system, China also needs to develop various forms of regional cooperation to improve the overall competitiveness of China's agriculture. The establishment of the China-ASEAN Free Trade area is a successful exploration of China's regional cooperation. China believes that by strengthening agricultural cooperation, both sides will benefit. Agricultural cooperation is a valuable experimental field for the construction of China-ASEAN Free Trade area. The paper first introduces the agricultural resources of China and ASEAN, and then analyzes the complementarity between the two sides in agriculture, which provides a natural foundation for the agricultural cooperation between China and ASEAN. According to the status and function of agriculture in the national economy of ASEAN, this paper adopts the Analytic hierarchy process (AHP) to divide the 10 ASEAN member countries into three levels and introduce and analyze them respectively. With the construction of the China-ASEAN Free Trade area, the agricultural cooperation between China and ASEAN has made rapid progress. The two sides have launched cooperation in the fields of grain, fisheries and aquaculture, rural energy, animal control and prevention and control, and cash crops. A series of fruitful results have been achieved. There are many ways of agricultural cooperation between China and ASEAN, such as agricultural products trade, human resource development and agricultural technology cooperation, agricultural investment cooperation, agricultural exposition and so on. At the same time, there are also some problems in the agricultural cooperation between the two sides, which are manifested in the fact that the agricultural cooperation mechanism between the two sides is not perfect enough, that the agricultural projects carried out by the two sides are not sustainable, that funds are scattered, that the modes of cooperation are weak, and that there is a lack of overall coordination and coordination. In terms of trade in agricultural products, the scale of agricultural trade between the two sides is still relatively small, and China has been in deficit in agricultural trade between the two sides in recent years, which is not conducive to further deepening cooperation between the two sides, and the deep processing capacity of agricultural products between the two sides is insufficient. The imperfect logistics infrastructure also hinders the cooperation between the two sides. There are also some problems in agriculture "going out" and agricultural investment. The existence of these problems makes agricultural cooperation between China and ASEAN subject to certain constraints. In view of these problems, this paper puts forward some relevant policies, including consolidating and making full use of various cooperation mechanisms, promoting the rapid development of agricultural trade between the two sides, increasing the input of agricultural science and technology, strengthening agricultural technical cooperation, and strengthening the sharing of agricultural information resources. Adhere to the "go out" and "bring in" transnational agricultural cooperation strategy. Through the comprehensive and systematic analysis of the agricultural cooperation between China and ASEAN, this paper summarizes the beneficial experience of the cooperation and analyzes the unfavorable factors of the cooperation, which is helpful to push the agricultural cooperation between China and ASEAN to a new level and to raise the level of the agricultural cooperation between the two sides. Expanding the scale of trade and promoting regional economic integration have important practical and theoretical significance.
