陕西省循环经济发展评价及调控研究

【摘要】:西部大开发战略实施以来,陕西省GDP已连续10年保持两位数的高增长。陕西省目前的资源供给和环境承载能力已经无法满足传统线性的经济发展模式,急需转变经济发展模式,实现经济、环境和社会三者兼顾的可持续发展。近年来,陕西省积极响应国家号召,大力发展循环经济。虽然积极推进循环经济试点示范、组织推广循环经济创新技术、开展循环经济重点项目件事,但是由于循环经济基础薄弱、技术相对落后等因素,陕西省的循环经济总体发展并不理想,仍存在很多问题。因此,有必要对陕西省循环经济的发展做出定量的评价,对陕西省日后进一步发展循环经济提供决策依据。 本文首先运用MFA分析方法,构建陕西省循环经济建议评价指标体系。收集了2006年-2011年的循环经济统计数据,运用Spss17.0统计软件,采用主成分分析法,对指标进行了主成分分析,并对其进行权重赋值,最后得出综合评价模型,计算出陕西省循环经济发展水平的综合结果,并对总体结果和部分指标变化进行分析。结果得出陕西省循环经济发展水平逐年提高,但从物质输入输出和物质循环单项指标分析来看,仍需要对其进行调控,采取一定的有效措施。然后依据IPAT环境负荷方程,构建评价循环经济发展阶段的模型。将循环经济分为四个发展阶段:初级阶段、中级阶段、高级阶段和超级阶段。并通过陕西省“十一五”期间的发展数据,从宏观上得出陕西省循环经济目前正处于中级阶段的结论。通过对中级阶段和高级阶段环境负荷指标未来发展的预测,对比分析出高级阶段的明显优势,认为有必要对中级阶段进行调控,促进其进入高级阶段。最后,从理论上分析了对循环经济实施调控的可行性和必要性并分析调控的体系。结合前文发展阶段和发展水平变化的结论,,主要从技术、经济、法律等角度提出了具体的促进循环经济发展的策略建议。
[Abstract]:Since the implementation of the western development strategy, Shaanxi's GDP has maintained a high double-digit growth for 10 consecutive years. The current resource supply and environmental carrying capacity of Shaanxi Province can not meet the traditional linear economic development model. It is urgent to change the economic development model to realize the sustainable development of economy, environment and society. In recent years, Shaanxi Province responds positively to the national call to vigorously develop circular economy. Although we are actively promoting the pilot demonstration of circular economy, organizing and popularizing innovative technologies for circular economy, and carrying out key projects of circular economy, but due to the weak circular economic base and relatively backward technology, and so on, Shaanxi Province's circular economy overall development is not ideal, there are still many problems. Therefore, it is necessary to make a quantitative evaluation on the development of circular economy in Shaanxi Province, and to provide the decision basis for the further development of circular economy in Shaanxi Province in the future. In this paper, MFA analysis method is used to construct the evaluation index system of circular economy in Shaanxi Province. This paper collects the statistical data of circular economy from 2006 to 2011, makes use of Spss17.0 statistical software, adopts principal component analysis method, carries on the principal component analysis to the index, and assigns the weight to it, finally obtains the comprehensive evaluation model. The comprehensive results of the circular economy development level in Shaanxi Province are calculated, and the overall results and some index changes are analyzed. The results show that the development level of circular economy in Shaanxi Province is improving year by year, but from the analysis of material input and output and single index of material circulation, it is still necessary to regulate and control it and take some effective measures. Then, according to the environmental load equation of IPAT, a model to evaluate the development stage of circular economy is constructed. The circular economy is divided into four stages: primary stage, intermediate stage, advanced stage and super stage. Based on the development data of Shaanxi Province during the 11th Five-Year Plan, the conclusion that the circular economy of Shaanxi Province is at the intermediate stage is drawn from the macroscopic view. Through forecasting the future development of the environmental load index in the intermediate stage and the advanced stage, the obvious advantages of the advanced stage are compared and analyzed, and it is considered that it is necessary to regulate the intermediate stage and promote it to enter the advanced stage. Finally, the feasibility and necessity of the regulation and control of circular economy are analyzed theoretically and the system of regulation and control is analyzed. Based on the conclusion of the previous development stage and the change of development level, this paper puts forward some specific suggestions to promote the development of circular economy from the aspects of technology, economy, law and so on.
