鄱阳湖生态经济区科技创新能力评价研究

【摘要】:鄱阳湖生态经济区位于江西省北部,包括南昌市、鹰潭市、景德镇市的所有市辖区(县、市),以及抚州、九江、上饶、新余、宜春、吉安市的部分县(市、区),共38个县(市、区)和鄱阳湖全部水域面积,是我国重要的生态功能保护区。现实情况表明,鄱阳湖生态经济区建设急需发挥科技创新的引领与支撑作用。但鄱阳湖生态经济区内的各个县域之间的科技创新现状存在较大差异,需要采用现代评价方法对各个县域的科技创新能力进行科学评价,为提升鄱阳湖生态经济区的整体科技创新能力提供参考依据。 鄱阳湖生态经济区科技创新能力的评价涉及了多个学科的研究范畴,需要综合运用区域发展理论、生态经济理论、科技创新理论等相关理论为后续研究提供理论基础。从区域发展理论来看,应把鄱阳湖生态经济区打造为江西省乃至整个中部地区的核心增长极;从生态经济理论来看,鄱阳湖地区的优势和发展重点都是生态,如何打好生态这张牌关系到鄱阳湖生态经济区的长远发展;从科技创新理论来看,技术创新和制度创新是推动科技创新的主要方式,鄱阳湖生态经济区应围绕“山江湖工程”重点加强低碳技术、水资源保护技术、生物技术等技术创新,并从金融、税收、人才、资源配置等方面进行制度创新。 为对鄱阳湖生态经济区内38个县(市、区)的科技创新能力进行分类,采用聚类分析法作了探索性分析。首先构建了一个由5个一级指标、12个二级指标和33个三级指标组成的评价指标体系;然后运用SPSS16.0统计软件的聚类分析功能,对鄱阳湖生态经济区科技创新能力的类型进行了探索性的分类,将其分为1、2、3三种类型;其中第1种类型包括10个县(市、区),第2种类型也包括10个县(市、区),第3种类型包括18个县(市、区)。 为对鄱阳湖生态经济区内的38个县(市、区)的科技创新能力进行精确评价,运用因子分析法计算得到了每个县(市、区)科技创新能力的综合得分和排序。根据聚类分析与因子分析结果,将第1类的10个县(市、区)称为“科技创新能力较强区域”,第2类的10个县(市、区)称为“科技创新能力中等区域”,第3类的18个县(市、区)称为“科技创新能力较弱区域”。 根据实证分析结果,发现鄱阳湖生态经济区整体科技创新能力不强,区域内各个县域之间的差距较大;政府的宏观统筹与协调工作不到位,未能有效发挥政府在科技创新中的引导作用;企业科技创新意识薄弱,缺乏创新活力及能力不足;科技进步环境不佳,未能有效支撑科技创新的长远发展;科技创新效率不高,技术成果市场化差距较大,自主创新水平亟需提升;科技创新的作用不够突出,科技创新资源未能有效整合,政策配套机制尚不成熟,科技创新环境有待进一步改善。 提升鄱阳湖生态经济区的科技创新能力,需要有关政府部门、高等院校、科研院所、企业机构、科技中介等创新主体的共同努力。根据聚类分析与因子分析结果,结合鄱阳湖生态经济区科技创新能力存在的主要问题,提出以下对策建议:一是加强组织领导,建立高效统一的协调机构;二是合理配置创新要素,提高科技创新效率;三是创新体制机制,完善区域科技创新体系;四是深化科技体制改革,,着力提升科技创新源动力;五是优化科技创新环境,增强社会文化对创新的推动力。
[Abstract]:Poyang Lake eco economic zone is located in the northern part of Jiangxi Province, including all municipal districts (counties and cities) of Nanchang, Yingtan and Jingdezhen, and Fuzhou, Jiujiang, Shangrao, Xinyu, Yichun, and some counties (cities and districts) of Ji'an City, altogether 38 counties (cities, districts) and Poyang Lake all water area, which are the important ecological protection areas of our country. The reality shows Poyang The construction of the eco economic zone in Yanghu lake is in urgent need of the leading and supporting role of scientific and technological innovation. However, there are great differences in the status of scientific and technological innovation among the counties in the Poyang Lake eco economic zone. It is necessary to use the modern evaluation method to scientifically evaluate the scientific and technological innovation ability of each county, so as to improve the overall section of the Poyang Lake eco economic zone. The technical innovation ability provides the reference basis.
The evaluation of scientific and technological innovation ability of Poyang Lake eco economic zone involves the research category of many disciplines. It is necessary to integrate the theory of regional development, ecological economy theory, science and technology innovation theory and other related theories to provide theoretical basis for follow-up research. From the view of regional development theory, the Poyang Lake eco economic zone should be made into Jiangxi province and even the whole. The core growth pole in the central region; from the theory of ecological economy, the advantages and development focus of Poyang Lake area are all ecological. How to make a good ecological card is related to the long-term development of Poyang Lake eco economic zone. From the theory of scientific and technological innovation, technological innovation and institutional innovation are the main ways to promote scientific and technological innovation, and Poyang Lake ecology is the main way. The economic zone should focus on strengthening the technology innovation of low carbon technology, water resource protection technology and biological technology around the "mountain and river lake project", and carry out institutional innovation in the aspects of finance, taxation, talent and resource allocation.
In order to classify the scientific and technological innovation ability of 38 counties (cities and districts) in Poyang Lake eco economic zone, the cluster analysis method is used to make an exploratory analysis. First, an evaluation index system consisting of 5 first grade indexes, 12 two grade indexes and 33 three grade indexes is constructed, and then the cluster analysis function of the SPSS16.0 statistical software is used for Poyang. The types of scientific and technological innovation ability of the lake eco economic zone are classified and classified into three types of 1,2,3, of which first types include 10 counties (cities, districts), second types including 10 counties (cities, districts), third types including 18 counties (cities, districts).
In order to evaluate the scientific and technological innovation ability of 38 counties (cities and districts) in Poyang Lake eco economic zone, the comprehensive scoring and sorting of the scientific and technological innovation ability of each county (city and district) is calculated by means of factor analysis. According to the results of cluster analysis and factor analysis, 10 counties (cities and districts) of the first types are called "the stronger areas of scientific and technological innovation ability." "The second category of 10 counties (cities and districts) is called" the middle area of scientific and technological innovation capability ", and 18 counties (cities and districts) of the third category are called" weak areas of technological innovation capability ".
According to the results of the empirical analysis, it is found that the overall scientific and technological innovation ability of Poyang Lake eco economic zone is not strong, the gap between various counties in the region is large; the government's macro co-ordination and coordination work is not in place, and the government can not effectively play the guiding role of the government in scientific and technological innovation; the enterprise's consciousness of scientific and technological innovation is weak, and the innovation vitality and ability are not good. The environment of scientific and technological progress is not good, it can not effectively support the long-term development of scientific and technological innovation; the efficiency of scientific and technological innovation is not high, the gap of technological achievements is large, the level of independent innovation needs to be improved; the role of scientific and technological innovation is not outstanding, the resources of scientific and technological innovation are not effectively integrated, the supporting mechanism of the policy is not yet mature and the environment of scientific and technological innovation needs to be developed. Further improvement.
In order to improve the scientific and technological innovation ability of Poyang Lake eco economic zone, we need the joint efforts of the government departments, institutions of higher learning, scientific research institutes, enterprise institutions, science and technology intermediaries and other innovative subjects. According to the results of cluster analysis and factor analysis, and combining the main problems of the scientific and technological innovation ability of Poyang Lake eco economic zone, the following countermeasures and suggestions are put forward: It is to strengthen organizational leadership and establish efficient and unified coordination institutions; two is to rationally configure innovation elements and improve the efficiency of scientific and technological innovation; three is to innovate the system mechanism and improve the system of regional scientific and technological innovation; four is to deepen the reform of the scientific and technological system and improve the source power of scientific and technological innovation; five is to optimize the environment of scientific and technological innovation and to enhance the innovation of social culture to innovation.
