科技创新驱动内蒙古产业结构调整研究

【摘要】：受国内外形势变化的影响，从2012年开始内蒙古经济增速开始下滑，经济下行压力持续加大。2012增速在全国的排位由上一年的第5位下降到了第13位。2013年全年增速进一步下降到9%，新世纪以来第一次跌破两位数。2014年全年增速进一步下降到7.8%。分产业看，第二产业特别是工业增速放缓是导致GDP增速下滑的主要因素，推进产业结构优化升级已经刻不容缓。当前中国经济已经进入到“新常态”，面对“新常态”，内蒙古要跟得上时代步伐，抓住机遇，把对新趋势、新时代和新机遇的把握同本地区的实际紧密结合起来，从理论和实践的结合上谋划新的发展。 “新常态”的一个明显特征是服务业取代工业成为经济增长主要动力，主要涉及产业结构调整的问题；另一个明显特征是科技创新取代人力及资源的投入成为经济发展的新动力，主要涉及科技创新的问题。本文立足于国内经济发展的新形势以及内蒙古经济发展的实际情况，对内蒙古科技创新驱动产业结构调整进行研究，本文的研究内容对于内蒙古实现以科技创新为驱动力，加快产业结构调整，破解发展难题具有理论及实践指导意义。全文由六个部分组成。第一，介绍了本文的研究背景，，研究意义，研究内容和研究方法，梳理参考相关理论的研究文献，对有关于科技创新和产业结构的国内外相关理论进行了回顾，并介绍了科技创新驱动产业结构调整的国内外相关理论。第二，从理论方面阐述科技创新对产业结构调整的内在机理，共分为七个方面的具体途径。第三，对内蒙古产业结构的现状进行综合分析，具体分析了总体现状，三次产业内部结构，就业结构以及投资结构。第四，对内蒙古的科技创新现状进行综合分析，具体分析了经费、人员以及产出现状。第五，运用索洛余值法模型研究科技创新对内蒙古三次产业增长的贡献，得出结论：总体来看，内蒙古三次产业发展还都属于粗放型的产业增长。第六，从科技创新的角度提出内蒙古产业结构调整的对策建议。内蒙古应该通过构建区域创新体系，加快农牧业发展，实现新型工业化，发展特色旅游业，促进文化产业发展等措施来实现科技创新驱动内蒙古产业结构的优化和升级。
[Abstract]:Under the influence of changes in the domestic and foreign situation, the economic growth rate of Inner Mongolia has been declining since 2012. Economic downward pressure continues to increase. 2012 growth fell to 13th in the country from fifth in the previous year. Overall growth fell further to 9 in 2013, falling below double digits for the first time in the new century. Overall growth fell further to 7.8 in 2014. By industry, the slowdown of the secondary industry, especially the industrial growth rate, is the main factor leading to the decline of the GDP growth rate, so it is urgent to promote the optimization and upgrading of the industrial structure. At present, China's economy has entered the "new normal". In the face of the "new normal", Inner Mongolia should keep pace with the times, seize the opportunities, and closely integrate the grasp of new trends, new times and new opportunities with the reality of the region. New development should be planned from the combination of theory and practice. One of the obvious features of the "new normal" is that the service industry replaces industry as the main driving force of economic growth, which mainly involves the adjustment of industrial structure. Another obvious feature is that scientific and technological innovation replaces the input of manpower and resources as the new power of economic development, which mainly involves the problem of scientific and technological innovation. Based on the new situation of domestic economic development and the actual situation of economic development in Inner Mongolia, this paper studies the industrial structure adjustment driven by scientific and technological innovation in Inner Mongolia. Speeding up the adjustment of industrial structure and solving the problem of development has theoretical and practical significance. The full text consists of six parts. First, this paper introduces the research background, significance, research content and research methods, combing the relevant theoretical research literature, and reviewing the relevant theories of science and technology innovation and industrial structure at home and abroad. And introduced the science and technology innovation drives the industrial structure adjustment the domestic and foreign correlation theory. Secondly, it expounds the internal mechanism of science and technology innovation on industrial structure adjustment from the theory aspect, and it is divided into seven specific ways. Thirdly, the present situation of industrial structure in Inner Mongolia is comprehensively analyzed, including the overall situation, the internal structure of three industries, the structure of employment and the structure of investment. Fourthly, the present situation of science and technology innovation in Inner Mongolia is analyzed synthetically, and the current situation of funds, personnel and output is analyzed concretely. Fifthly, using the Solow residual value method to study the contribution of scientific and technological innovation to the growth of three industries in Inner Mongolia, it is concluded that the development of the three industries in Inner Mongolia belongs to extensive industrial growth in general. Sixth, from the point of view of scientific and technological innovation, the countermeasures and suggestions of industrial structure adjustment in Inner Mongolia are put forward. Inner Mongolia should construct regional innovation system, accelerate the development of agriculture and animal husbandry, realize new industrialization, develop characteristic tourism, and promote the development of cultural industry to realize the optimization and upgrading of Inner Mongolia's industrial structure driven by scientific and technological innovation.
