国际都市圈建设对京津冀协同发展的启示

【摘要】：经过多年的探索与实践,京津冀协同发展已经进入加速推进阶段,取得了一系列重大成果,但仍存在地方行政壁垒、产业同构化、交通网络不完善、生态环境恶化等诸多亟待解决的问题。相比之下,国外都市圈发展时间较长,更为成熟。它们已经通过法律保障、设施配套、分工协作等措施,充分挖掘和发挥各城市潜力,实现了区域城市联动效应的最大化。研究借鉴美国、英国、法国、日本等发达国家在都市圈建设方面的相关经验和有效做法,有助于破解京津冀协同发展目前面临的难题,促进区域经济社会更好更快发展。
[Abstract]:After many years of exploration and practice, the coordinated development of Beijing-Tianjin-Hebei has entered an accelerated stage, and has achieved a series of important achievements. However, there are still local administrative barriers, industrial isomorphism, and imperfect transportation network. Ecological environment deterioration and many other problems to be solved. By contrast, foreign metropolitan area development time is longer, more mature. They have fully exploited and brought into full play the potential of each city through legal guarantee, facilities matching, division of labor and cooperation, and realized the maximization of the linkage effect of regional cities. To study and learn from the relevant experiences and effective practices of the developed countries, such as the United States, Britain, France, Japan and other developed countries in the construction of metropolitan areas, will help to solve the problems facing the coordinated development of Beijing, Tianjin and Hebei at present and promote the better and faster development of regional economy and society.
